Puga Valley’s geothermal project is a government-backed exploration and pilot effort, not an operating commercial power plant. In a release dated 23 May 2026, the Ladakh Lieutenant Governor’s Secretariat announced a five-year extension of the project agreement and plans for a 1-megawatt-electric (1 MWe) pilot, more drilling and a detailed project report. ONGC later reported that two wells had been completed; that milestone does not establish that the plant is generating electricity. The project could add a power source that does not depend on sunshine or wind at the moment of generation, but its environmental effects have not been independently established in the available records.
What is the Puga Valley geothermal project?
The project aims to explore geothermal resources in Puga Valley, Ladakh, and develop a pilot power plant. Geothermal systems use heat beneath the ground to produce electricity or supply heat directly. The project’s 2021 wildlife-clearance record also mentions potential thermal uses, alongside electricity generation.
The arrangement names three parties: ONGC Energy Centre, the Union Territory Administration of Ladakh, and the Ladakh Autonomous Hill Development Council (LAHDC) Leh. They signed a tripartite memorandum of understanding (MoU) on 6 February 2021 to establish a geothermal field-development project at Puga; the Ladakh government announced the signing the following day.
What is the project’s current status?
The latest milestones in the cited official announcements point to an exploratory project and a proposed pilot, not a commissioned power station.

- 23 May 2026: The Lieutenant Governor’s Secretariat announced that the original MoU, which it said expired on 5 February 2026, had been extended for five years. The release described a 1 MWe pilot plant, further drilling and preparation of a detailed project report for possible larger-scale development.
- Planned work: The release described deepening a well to 1,000 metres and drilling another well to 1,000 metres. These were plans, not confirmed completed depths. It said pilot testing, evaluation and commissioning were expected in FY 2026–27; that timetable is a forecast, not evidence those milestones occurred.
- Wells: ONGC’s project page reports completion of wells GT#02 and GT#03. Completing wells is not the same as commissioning a plant or producing electricity.
For a construction or infrastructure project, the distinction is important: exploration and well completion are enabling works. They do not by themselves show that a facility has passed testing, entered service or can supply power to a grid.
Why does Puga appear promising for geothermal power?
The 23 May 2026 government release reports temperatures above 200°C at around 400 metres and subsurface temperatures exceeding 240°C. It also gives an approximately 200°C proposed turbine inlet temperature. These are government-reported project findings and a design expectation; the release does not provide the underlying measurement series or demonstrate operating conditions at a power plant.

If the resource can be developed successfully, geothermal generation could provide electricity without relying on sunshine or wind at the moment of generation. That quality may complement weather-dependent sources, but the available project information does not establish Puga’s output, reliability, costs, storage needs or grid contribution. Those questions depend on the completed project and its measured performance.
What do the records say about environmental concerns?
The project’s clearance records offer a favorable assessment, but they are not independent evidence of environmental outcomes. A forest-clearance justification describes the area as grazing land used by animals from adjoining villages, with shrubs, bushes and grass. It says the project would not involve deforestation and asserts that there are no serious wildlife or environmental issues. Those statements are claims made in support of the project, not reported results from independent monitoring.

A 2021 wildlife-clearance report page lists a total project area of 3 hectares and says the proposed site does not overlap a protected area. These administrative details do not establish whether construction or later operations affect grazing patterns, local water conditions, vegetation or wildlife.
The available records do not report independent measurements of ecological change, a completed independent impact-monitoring program, mitigation outcomes, local consent or how benefits are distributed. That absence does not prove either harm or no harm; it means the environmental question remains unresolved on the evidence cited here.

What would make environmental oversight meaningful?
A credible assessment needs to distinguish the project’s stated expectations from conditions measured before and during development. For a geothermal project, readers and local communities would benefit from publicly available monitoring that addresses:
- Grazing access and patterns, including any changes during construction and operation.
- Water conditions and use near the project area.
- Vegetation and wildlife observations using a clear baseline and repeat measurements.
- Mitigation measures, who is responsible for them, and evidence that they are working.
- Consultation with affected communities and information on the distribution of local benefits.
These are the kinds of evidence needed to evaluate impacts; the cited records do not establish that such a monitoring program or outcomes are in place.

What does national geothermal policy mean for Puga?
The Ministry of New and Renewable Energy lists the National Policy on Geothermal Energy with a start date of 15 September 2025. It provides national policy context for geothermal development, but it does not confirm that Puga’s pilot has been commissioned or settle the site’s environmental effects.
Ladakh Lieutenant Governor Vinai Kumar Saxena called the project “a game changer for Ladakh and a landmark initiative in India’s clean energy journey.” That is an expression of government ambition. The project’s actual contribution will depend on whether the planned pilot is built, tested and shown to generate power, alongside transparent evidence about its local effects.
