Lend Lease’s $1B Waterbank Project: What Was Planned—and What Happened

Waterbank began as a billion-dollar mixed-use precinct proposal. The WA Government’s 2024 update shifted the focus to temporary public space amid geotechnical constraints.

Lend Lease was selected as preferred proponent for Perth’s Waterbank riverfront precinct in November 2011, with the Western Australian Government forecasting more than A$1 billion in private investment over the following decade. That figure was a projection, not a record of money spent. The large mixed-use development did not proceed as announced: in May 2024, the state said geotechnical constraints made the reclaimed site unsuitable for development and outlined temporary public-space plans while longer-term options remained under consideration.

What was the Waterbank project?

Waterbank was a proposed mixed-use precinct on a riverfront site in East Perth. On 14 November 2011, the Western Australian Government announced Lend Lease as preferred proponent after a 15-month evaluation. The concept described a hotel, shopping quarter, homes and offices. The government forecast more than A$1 billion in private-sector investment over ten years; it did not report that amount as completed investment. The 2011 announcement.

The site area was described as four hectares in that 2011 announcement. Later state and developer releases described a six-hectare site. The cited releases do not explain the difference, so the figures should be understood in the context of their respective dates and sources rather than treated as a reconciled measurement.

How the proposal changed over time

Application and proposal, not completed homes. Lendlease said the building was intended to target a 5 Star Green Star rating, which was a design target rather than an achieved certification. Developer announcement.
11 October 2018, Lendlease Applications for The Campus at Waterbank: either a five-level, 10,570-square-metre net lettable area building or a six-level, 13,600-square-metre alternative. Alternative proposals, not evidence of construction. Lendlease stated a minimum 5 Star Green Star Design and As-Built target and a then-targeted 2021 completion; neither target establishes delivery. 13 May 2024, Western Australian Government Temporary landscaped public space and multi-purpose recreational fields proposed for the six-hectare reclaimed-land site; a A$3.1 million road project funded by Lendlease was described as reconnecting Trinity College with Hay Street and enabling public access. Changed site plans in response to geotechnical constraints. Longer-term land-use options remained under consideration. State update.

Why the original development did not proceed

In its 13 May 2024 update, the Western Australian Government said geotechnical issues constrained the reclaimed-land site and it was not suitable for development. The state announced plans to convert it to temporary landscaped public space and multi-purpose recreation fields, while considering longer-term land-use options. The announcement does not establish what the site’s permanent use will be.

The state also said a A$3.1 million road project funded by Lendlease would reconnect Trinity College with Hay Street and enable public access. That road project is distinct from the original precinct’s forecast investment figure.

What is known about delivery?

The announcements establish a preferred-proponent selection, a sequence of plans and applications, and the state’s later decision to pursue temporary public use because of site constraints. They do not establish that the proposed apartments, office space, shops, hotel, or public-domain features were completed, or that the forecast private investment was made. The 2024 state update is the latest directly relevant announcement covered here; it leaves the site’s longer-term use unresolved.
