The Metro Outer Development Assessment Panel approved the Landsdale Christian School expansion on 31 July 2024, despite the City of Wanneroo recommending refusal over the proposed secondary access from Babylon Bend. The approval sets a maximum enrolment of 344 students and requires further transport work and road-reserve widening before the new crossovers can receive building-permit approval.
What was approved
The application, DAP/24/02677, covers additions to the educational establishment at Lot 70, 77 Queensway Road, Landsdale. The existing school’s principal access is from Queensway Road; the proposal also includes access points from Babylon Bend. PerthNow reported the development as a $6.5 million project, including a two-storey building and capacity for 129 additional students. Its report described a potential increase from an approved maximum of 250 to 379, but the official DAP meeting material sets the approval condition at 344 students. The condition, rather than the higher figure in the report, is the applicable maximum in the panel’s decision. PerthNow’s report and the City of Wanneroo’s DAP meeting material describe the project and decision.
Why the access plan drew objections
The disagreement centred on whether Babylon Bend, a residential local access street, could appropriately accommodate additional school traffic and the proposed crossovers. The City recommended refusal, citing the street’s function, traffic distribution, road width and crossover safety. In comments reported by PerthNow, City approval services manager Greg Bowering said the City considered Queensway Road the distributor road intended to serve a use of this kind. That was the City’s position, not a panel finding.
The official meeting material records 47 consultation submissions: 43 objections and four comments. Traffic, crossover safety and the Babylon Bend access were the main issues raised. The City’s meeting material sets out the consultation record and planning considerations.

How the City and the applicant’s consultant differed
The applicant’s traffic consultant, WSP, challenged the assumptions behind the City’s concerns. In its response dated 24 July 2024, WSP argued that 70% of school traffic would use Queensway Road, compared with the City’s 50% assumption. WSP also assessed Babylon Bend traffic and sightlines as acceptable. These are the consultant’s analysis and assumptions, not measured traffic results or an independent finding. The DAP material includes the relevant planning documents.
The City’s position focused on road function and the suitability of the local street for school-related movements. The applicant’s consultant argued that its traffic distribution and geometry supported the proposed access. The panel approved the application with conditions addressing transport details and the road reserve; the available records do not establish actual traffic volumes or safety outcomes after opening.

Conditions attached to the approval
The official meeting material identifies three relevant conditions: a 344-student maximum, revised transport documentation and widening of the Babylon Bend road reserve. The required transport statement must demonstrate coach-bus swept paths and satisfactory sightlines. The two-metre road-reserve widening along the school frontage must occur before building-permit approval for the Babylon Bend crossovers. The City’s DAP meeting material records these conditions.
What is planned for the building and access
LKS Constructions describes Block C as comprising an assembly hall, four classrooms with service areas, a volleyball court and a new access driveway. Its project page lists a value of $2,496,800, while PerthNow reported $6.5 million for the approved development. The sources do not reconcile the amounts; they may refer to different project scopes, so neither figure should be treated as a correction of the other. LKS Constructions’ project description provides the Block C scope and listed value.

What the available records do not confirm

WSP’s traffic figures are projections and argued assumptions, not counts of traffic operating after the development.
