West Leederville’s Northwood Street Safety Masterplan: What Locals Could Shape

A $100,000 Town of Cambridge grant will fund a masterplan for Northwood Street and nearby intersections, with the Flower District Town Team contributing local insight.

West Leederville’s Northwood Street is the subject of a $100,000 masterplanning project intended to identify safer, more accessible street upgrades. The Town of Cambridge and the Flower District Town Team are developing the plan together; traffic calming, greening, public art and improved street furniture are possibilities, not approved construction works.

What is planned for Northwood Street?

The Town of Cambridge announced on 25 November 2025 that it had received a Streets Alive Stream 2 grant for a Northwood Street Road Safety Masterplan. The Town describes the $100,000 project as a plan for short-, medium- and long-term upgrades, with Northwood Street and its intersections with Cambridge Street and Railway Parade in scope. Its stated priorities are people, slower speeds, and safer walking, wheeling and cycling connections. Town of Cambridge announcement, 25 November 2025.

The grant is for masterplanning; the announcement does not promise a set package of funded construction works. The plan is intended to identify and stage potential improvements.

Ideas under consideration

The Town has named street greening, traffic calming, public art, improved street furniture and other people-focused design elements as possibilities to explore. They should not be read as selected designs or approved works. The available Town project material does not set out a completed alternatives assessment, costed design or implementation schedule. Who is the Flower District Town Team?

The Flower District is the name used by a local West Leederville community initiative, not a new statutory planning authority. The Town describes the Flower District Town Team as a volunteer, not-for-profit group formed in 2020 by West Leederville residents and business owners. In this project it is a community partner, contributing local insight to a co-design process; the Town material does not assign it formal decision-making powers. Mayor Gary Mack said: “Northwood Street is a key local centre, and this funding allows us to partner with the community to shape a safer and more accessible precinct.” The Town also quoted Mack saying, “The Town Team brings valuable local insight.” Town of Cambridge announcement.

Has consultation happened, and is there a final plan?

The Town’s November 2025 announcement said community engagement would begin in early 2026. The Town’s current infrastructure and projects index still lists the Northwood Street Road Safety Enhancements Project and describes it as community co-designed. The available Town pages do not establish whether engagement took place, what residents said, or whether a final masterplan has been adopted. Is a signalised crossing planned at Railway Parade?

The Town has a separate project page for a proposed signalised crossing at the Railway Parade/Northwood Street intersection. Last reviewed 25 September 2026, that page says the proposal is intended to improve pedestrian and cyclist safety and accessibility and describes a prohibition on right turns from Northwood Street onto Railway Parade. The Town material does not establish a formal connection between this crossing proposal and the $100,000 masterplan, so the two should be treated as distinct projects unless the Town says otherwise. What remains to be decided?

Any eventual design will need to weigh several practical considerations identified by the project’s stated aims and possible treatments:

  • Access: how walking, wheeling and cycling routes work for people using the street and its intersections.
  • Speed and conflict: whether proposed traffic-calming measures can reduce vehicle speeds and conflicts without creating new access problems.
  • Vehicle movements: how intersection changes, including the separate proposed right-turn prohibition at Railway Parade, affect turns and access.
  • Street amenity: how greening, public art and street furniture fit the street’s role as a local centre.
  • Delivery: which ideas belong in short-, medium- or long-term planning, and whether they later receive approval and implementation funding.

The Town’s announcement also reports broader Streets Alive program figures: more than $800,000 allocated statewide, $5 million in funding over five years, and $1.8 million directed to more than 110 communities in the program’s first 18 months. It says more than 4,000 volunteers and over 250 community groups have taken part across Western Australia. The Town further reports that 85 per cent of completed projects recorded more positive attitudes toward lower speeds and safer streets; this is the Town’s account of program outcomes, not an independently assessed causal result in the material available.
