Livestock water recycling can mean two different things: treating manure-derived farm wastewater to recover water, or treating reclaimed municipal wastewater for livestock to drink. The source water, treatment targets and rules differ. In a manure-treatment system, a common approach is to separate solids, then use ultrafiltration and reverse osmosis; the resulting water is suitable only for an end use that meets the applicable requirements.
What livestock water recycling means
On a farm, “livestock water recycling” may refer to manure or other farm wastewater being treated to recover water and useful by-products. It may also refer to reclaimed water supplied by a municipal wastewater utility and treated for livestock consumption. The U.S. Environmental Protection Agency (EPA) describes the latter as water “treated for the consumption by livestock.” These are distinct treatment situations: the incoming water and the required water quality are not necessarily the same.
Applying reclaimed water to pasture, forage crops or grazing land is a separate agricultural reuse category—not livestock drinking-water reuse. The EPA’s Water Reuse for Consumption by Livestock Resources page distinguishes these uses and links to state guidance.
How manure-to-water treatment works
A representative treatment train described by University of Wisconsin–Madison Division of Extension is solid-liquid separation followed by ultrafiltration (UF) and reverse osmosis (RO). It is one possible design, not a required sequence for every farm or use.

- Separate solids. A separator removes a portion of the solids before membrane treatment. This reduces the solids carried forward and can help limit clogging and maintenance in later stages.
- Use ultrafiltration. UF is pressure-driven membrane filtration that removes suspended solids.
- Use reverse osmosis where needed. RO removes dissolved solids from the stream. Whether it is appropriate depends on the intended water quality and system design.
Other process steps may be added to suit the operation’s objectives. These can include disinfection, further separation, digestion or nitrogen recovery. Each changes the treatment process, the products recovered or the economics. Water intended for reuse or discharge must meet requirements for that end use, with appropriate monitoring. What the example recovery fractions mean
The Wisconsin Extension guide gives generalized examples from two systems. These percentages describe the liquid volume remaining at stages of treatment—not a guaranteed yield of usable water for another farm.

The fractions are generalized examples reported by University of Wisconsin–Madison Division of Extension in 2022. They should not be used as a farm-specific design forecast: actual recovery depends on the incoming manure, equipment and operating conditions.
Water is only one output
Treatment also produces separated solids and, in processes such as RO, a concentrated stream. These can contain nutrients or other material that may have value, but they also require handling and a suitable destination. EPA notes that livestock producers manage “over one billion tons of manure” each year, containing nitrogen and phosphorus; this is an EPA-stated figure, not a measure of the recoverable nutrients at a particular farm. Evaluate the whole system rather than judging it by water volume alone. The Wisconsin Extension guide identifies water fraction and the form and quality of by-products as performance measures, and energy use, operating cost, maintenance and downtime as selection factors.
How to evaluate a farm system
- Define the end use first. Identify whether recovered water is intended for livestock consumption, another farm use or discharge. The target determines which quality requirements and monitoring apply.
- Characterize the incoming material. Manure collection methods and solids profile affect treatment needs and performance.
- Track all outputs. Estimate liquid recovery alongside separated solids and concentrate, including their quality, handling needs and potential nutrient value.
- Assess operating demands. Compare energy, recurring operating costs, maintenance needs and expected downtime, not just equipment or installation cost.
- Confirm site-specific design and approvals. Farm conditions, engineering and local permitting determine what can be installed and how the system may be operated.
Rules depend on location and use
There is no single standard in the cited sources that applies to every farm and every reuse. EPA directs livestock operators to state requirements and its REUSExplorer through its livestock reuse resources. Confirm current requirements with the relevant regulator before selecting a treatment train or planning reuse.

Oregon example: Class A recycled water
EPA’s Oregon water reuse summary describes Class A recycled water for livestock watering as requiring oxidation, disinfection and filtration, along with turbidity and total-coliform performance criteria. This is an Oregon-specific example, not a national rule; the summary advises checking with the state for the most accurate and current requirements.
Ontario example: milking-centre washwater
Ontario’s October 2022 guidance for dairy, goat and sheep milking-centre washwater describes storing the washwater with liquid manure for eventual land application or treating it through an approved system. Engineered wetlands are among the treatment options discussed. This guidance concerns washwater management in Ontario; it does not establish a universal rule for manure-derived water treatment. It was updated February 4, 2026, and applies to England—not other jurisdictions.
