It was not the original approval of the $4.75 million project: that approval was granted in November 2023, according to PerthNow.
What MIDAP approved in July 2024
The Metro Inner Development Assessment Panel (MIDAP) considered changes to the previously approved project on 3 July 2024. PerthNow reported the panel approved nine modifications, including allowing operation from 8 a.m. to 5:30 p.m. and extending the planning approval period from four years to five. The decision altered an existing approval; it was not the November 2023 approval of the $4.75 million project.
The proposed centre is at 37–43 Stuart Street in Perth. In its July 2024 report on the modification decision, PerthNow described the project cost as $4.75 million.
What the Stuart Street centre was designed to provide
Cyrenian House’s proposal described an immediate-response service for people experiencing an alcohol or other drug crisis and seeking treatment and support. Its three components were designed to connect short-term help with a plan for further recovery support.

A 24-hour support and assessment hub
The hub was planned to provide short-term support, assessment, stabilisation and recovery planning. Although the July 2024 planning presentation said the original service concept focused on methamphetamine, the proposed service would be accessible regardless of the substance involved.
Ten short-term crisis beds
The proposal included 10 beds for short-term crisis stays of up to 72 hours while a recovery plan begins. These were not long-term residential rehabilitation beds.

Outreach and care coordination
An assertive outreach and care coordination team was intended to offer brief intervention, harm-reduction information, transport where needed, and assisted referrals to other services.
Cyrenian House’s presentation drew a clear boundary around the service: “IDACC is not a homeless drop-in centre, nor is it a hospital emergency department. It is a place for people seeking alcohol and other drug treatment and support.” The proposal therefore describes a crisis and treatment-coordination service, not a general-purpose shelter or an emergency department.

Demand figures were forecasts, not operating results
Cyrenian House’s July 2024 planning presentation forecast 20–25 presentations per day and 3–5 admissions to the short-term beds per day. Those figures were projections in the organisation’s demand model, not recorded service statistics. The panel material also described the service as fully staffed around the clock.
Community consultation and operational partners
PerthNow reported five objections in the City of Vincent’s May 2024 consultation, concerning amenities, consumer supervision and the length of the approval. That figure applies to the consultation described in the report; it should not be read as the total number of submissions or objections across the entire application process.

The Mental Health Commission awarded the service contract to a Cyrenian House-led consortium in March 2023. The July 2024 planning presentation identified these operational partners and roles:
- Uniting WA: security guards.
- 360 Health + Community: nursing staff.
- Noongar Outreach Services: outreach workers and cultural services.
- Cambridge Clinic: addiction medicine specialist services.
- Multicultural Futures: a specialist culturally and linguistically diverse (CaLD) worker.

Did the Stuart Street IDACC open?
The available planning and news material does not establish whether the Stuart Street IDACC subsequently opened or began operating. A 2023 planning document said the proposed service was intended to commence once a suitable facility was ready and recruitment and training were complete; that was a condition for a proposed start, not confirmation that the service later opened.

It is also important not to confuse this proposal with Cyrenian House’s separate Innaloo treatment-centre fit-out. In October 2024, Lotterywest announced more than $2.9 million toward furnishing the Innaloo centre and said it expected that different facility to open in early 2025. That announcement does not establish the operating status of the Stuart Street proposal.
