They offer a practical way to return some land to cultivation amid development pressure, but available reporting does not establish that the approach has stopped land conversion or resolved the wider conflict over land use.
How does community farming work?
Smallholders pool or coordinate their plots so the cost and use of machinery can be shared across a larger area. Instead of each farmer arranging every operation separately, a group can organize land preparation, transplanting, weeding and harvesting. The model is especially relevant where individual holdings are too small to make machinery economical on their own.
Fr George Quadros, a Salesian priest working with the Don Bosco Loutolim Society in South Goa, had experimented with cultivation methods since 1986. A 2019 Scroll report described the high cost of machinery for individual smallholders and the advantage of using it over larger areas.
What do Goa’s community-farming examples show?
Nachinola: a club pools four hectares
Goa’s 2017–18 Economic Survey, as quoted by Scroll, described the Sao Paulo Farmers Club in Nachinola, Bardez, pooling a four-hectare block held by 31 members. The club undertook land preparation, mechanised transplanting and weeding, and combine harvesting. Half the area was under organic cultivation, and members began selling milled paddy directly. These are reported features of this club, not a template followed by every community farm.

St Estevam: cultivation amid development concerns
In 2018, the North Goa island village of St Estevam adapted the Don Bosco Loutolim Society’s experiment to bring fallow fields back into cultivation. The 2019 account situated the initiative amid villagers’ concern about a proposed coal transportation carriageway and real-estate development. That context explains the project’s reported motivation; it does not show that farming halted either development.
What the examples have in common
- They organize cultivation across multiple holdings rather than treating each small plot in isolation.
- They use mechanisation to coordinate farm operations that can be costly for individual landholders.
- They aim to bring fallow paddy land back into use; the Nachinola club also had a reported direct-sale arrangement.
The Mongabay India account from July 24, 2019, also framed collective farming as a response to land conversion and noted the need for additional mechanisation service providers: Mongabay India’s report on collective farming in Goa.

How much land has been brought back into cultivation?
The available figures come from different years and scopes, so they should not be treated as one continuous measure of community farming’s impact.
| Figure | What it refers to | Source and date |
|---|---|---|
| 50,302 hectares in 1961; 31,000 hectares by 2019 | Paddy land under cultivation, using figures attributed to Goa’s Directorate of Agriculture. The 31,000-hectare figure reflects the 2019 report, not current acreage. | Scroll, July 30, 2019 |
| 34 hectares; 115 farmers; four villages | Land reportedly revived through initiatives in 2025. | The Goan, May 8, 2026 |
| Around 130 hectares over five years | Land reportedly reclaimed and cultivated through incentive schemes, according to a government official quoted in the report. | The Goan, May 8, 2026 |
| Around 8,000 hectares | Fallow-land estimate from a 2023 central government report, as cited by The Goan in 2026. Its date and definition differ from the cultivated or revived-land figures above. | The Goan, May 8, 2026 |
| 1.1 lakh tonnes in 2025, down from 1.4 lakh tonnes in 2024 | Reported paddy production. Officials attributed the fall to erratic monsoon rains despite a slight increase in cultivated area. | The Goan, May 8, 2026 |
The figures indicate that cultivation has been revived in reported locations, while the reported state-level fallow estimate is much larger. They do not establish how much land community farming alone has recovered or how much development it has prevented.

Can community farming keep land from being converted?
It can make cultivation more workable for groups of smallholders by sharing machinery and organizing labour across holdings. The Goa examples also show how returning fallow fields to production can become a visible community response to development pressure. But the published accounts do not provide a controlled evaluation of land conversion prevented, long-term financial viability, or outcomes across Goa as a whole. Farming should therefore be understood as a grassroots agricultural response, not proof that development has been stopped.

A historical community-farming subsidy
Scroll reported that an Agriculture Department scheme launched in October 2018 promised a 90% subsidy for community farming when more than 10 farmers pooled their land. Four farming clubs had registered for that scheme in the Kharif season covered by the 2019 report. Those participation figures and terms are historical; they do not establish current eligibility or subsidy availability.
