However, the available school studies do not establish that electrical hazards cause lower grades or poorer achievement across EIM programs. The evidence is local and limited, so safety practice and student-reported experience should not be mistaken for a proven general academic effect.
What electrical risks mean in EIM practical work
Electrical Installation and Maintenance (EIM) training involves hands-on tasks such as wiring connections, using hand tools, working with electrical protection systems, and commissioning low-voltage systems. TESDA’s Electrical Installation and Maintenance NC II training regulations include occupational health and safety procedures alongside these technical competencies. Hazard control is therefore part of learning the trade, not a separate topic to address only after a task is complete.
Potential hazards can include contact with energized parts, uncontrolled hazardous energy, unsuitable tools or equipment, and unsafe work conditions. The specific risks depend on the task and setup; students should identify them with an instructor before beginning practical work.
What the student studies do—and do not—show
Mercedes National High School
A correlational student study at Mercedes National High School reports 36 EIM student participants in school year 2022–2023. The paper describes challenges including limited practical activities and difficulty performing practicum skills. These findings are specific to that school and study. A correlational design and a small local sample do not establish that electrical hazards caused the reported difficulties, nor do they represent EIM students generally.

Keep outcomes distinct
Physical exposure or injury, confidence, practical competence, attendance, and academic grades are different outcomes. Evidence about one cannot automatically establish an effect on another. The cited school papers do not provide a robust, independently validated estimate of electrical injury rates among EIM students or demonstrate a general causal link between electrical-risk exposure and academic performance.

How schools can reduce risk during practical activities
Students should perform electrical practical work under instructor direction and according to the institution’s procedures and applicable local requirements. OSHA materials offer useful safety references, but OSHA is a United States authority; its standards are not Philippine law.
- Identify hazards before starting. Have the instructor lead a task-specific risk assessment, including identifying possible energy sources and the controls required.
- De-energize and control hazardous energy when required. OSHA’s US general-industry work-practice rule says exposed live parts that workers may encounter should be de-energized before work, subject to specified exceptions. Its hazardous-energy standard also requires covered workers to be trained to recognize energy sources and the methods needed to isolate and control them. Follow the rules and procedures applicable to the school and work location.
- Verify safe conditions using the required procedure. Do not assume a circuit is safe because a switch is off or a tool is insulated. The instructor should direct verification appropriate to the task and local procedures.
- Use suitable equipment as one part of the control plan. Protective devices, appropriate tools, and suitable PPE contribute to safety, but no single item replaces isolation, verification, training, or supervision.
- Build competence in supervised stages. Give students instruction and practice opportunities appropriate to their level before progressing to more demanding tasks. A school study’s report of difficulty with practicum skills can support attention to practice and teaching, but it does not show that risk alone caused those difficulties.
Why insulated tools are not permission to work live
Insulated hand tools can be relevant to EIM wiring activities, but they do not make energized work safe. They cannot replace de-energizing where required, controlling hazardous energy, verifying conditions, appropriate PPE, or qualified supervision. OSHA’s electrical-hazard student workbook says, in its US construction-safety context, “Eliminating the hazard (de-energize) is always the first option for protecting workers.” Treat insulated tools as one element of a controlled work setup, not as authorization to handle live parts.
