To make seed paper, soak torn scrap paper, turn it into damp pulp, spread it over a mesh screen, add seeds, press out excess water, and let the sheet dry completely. To plant it, place it on soil, cover it lightly, water it, and keep the soil moist. The steps below work for a home or classroom project; choose non-toxic materials and seeds suited to where the paper will be planted.
Materials to gather
- Scrap notebook or printer paper; avoid very shiny paper, which may not break down as readily.
- Water and a bowl or bucket for soaking.
- A mesh screen or splatter guard, plus a towel for blotting.
- Seeds suitable for your planting region.
- Optional: dried petals or food coloring.
A papermaking screen can be purchased or made by stretching muslin over a simple wooden frame, as described by Grow Wild, Royal Botanic Gardens, Kew. Use non-toxic pulp, especially for a classroom project or paper that will be planted; an Oregon State University Extension volunteer gave that safety advice in an answer dated October 20, 2025: Ask Extension: Seed Bombs or Seed Paper.
How to make seed paper
- Tear and soak the paper. Tear scrap paper into small pieces and cover them with water in a bowl or bucket. Soak for a few hours or overnight; Kew’s instructions use an overnight soak.
- Make damp pulp. Mash the softened paper by hand, or use an old blender dedicated to craft use. Hand-mashing avoids risking a food appliance. NOAA cautions that blending may damage an appliance or make it no longer safe for food; see its seed-paper activity.
- Drain and form the sheet. Pour off water pooling above the pulp, but keep the pulp damp. Spread it evenly over the mesh. Press gently or blot with a towel to remove excess water without breaking up the sheet.
- Add the seeds. Either stir seeds gently into the pulp or place them on the wet sheet and press them in lightly so they stick. Placing them on the surface makes spacing easier to see. Use small seeds and avoid crowding them.
- Dry the paper fully. Leave the sheet flat in a warm, dry, airy place until it is completely dry. Dry it promptly: Kew warns that seeds may start to grow if the paper stays wet too long.
Choose seeds that suit the planting site
Small flower, herb, or other appropriate seeds can be used. If you are making wildflower paper, select species suitable for the local region rather than relying on a broad mix without checking its contents. In the October 20, 2025 Ask Extension response, an Oregon State University Extension volunteer warned that nationally marketed mixes may include aggressive or invasive plants in the Pacific Northwest. The advice is region-specific; check local guidance for the place where the paper will be planted.
How to plant seed paper
- Lay the dry paper on soil or compost in a sunny spot.
- Cover it lightly with soil. ABC Gardening Australia’s DIY Seed Paper instructions specify about one centimetre of soil.
- Water the area and keep the soil moist while the seeds establish.
NOAA and Gardening Australia describe germination in a few weeks as a general expectation, not a guarantee. Results depend on the seed type and growing conditions.

Common choices and cautions
- Hand-mash or blend: Hand-mashing takes effort but avoids putting a food-use appliance at risk. Blending is optional, and any blender used should be kept for crafts.
- Buy or make a screen: A purchased papermaking screen or a DIY wooden frame covered with muslin provides a surface for shaping and draining the pulp.
- Mix or place seeds: Mixing distributes seeds through the pulp; placing them on the wet sheet makes spacing visible. Either way, press gently and do not overcrowd.
- Keep the paper damp while forming, then dry it promptly: The pulp needs moisture to spread, but the finished sheet should dry completely before storage or planting.
