Steeping herbs in olive or another carrier oil makes an infused oil, not an essential oil. There is no reliable one-size-fits-all home recipe or guaranteed yield: the plant and distillation conditions matter.
What counts as an essential oil?
Essential oil is the volatile aromatic fraction extracted from plant material. In distillation, vapor carries aromatic compounds from the plant; the vapor is cooled and collected as a condensate, from which oil and water may separate. The water portion is often called hydrosol.
An herb steeped in a carrier oil produces an infused oil. It may carry plant flavor or aroma, but it is not essential oil and does not use the same extraction process. Penn State Extension describes lavender distillation separately from edible infused-oil preparation: Agritourism Diversification: Lavender Production and How to Safely Make Infused Oils.
Which method fits your goal?

How to approach home distillation
There is no substantiated universal ratio of herbs to water, distillation time, or household yield that applies to every plant and apparatus. The World Health Organization identifies the distillation mode, condition and loading of plant material, steam pressure and temperature, and run duration as factors affecting the process. A recipe that promises the same yield for any herb is not a dependable guide.

- Choose the plant and extraction method. Confirm that the plant and desired product are appropriate for the method; distillation, pressing, solvent extraction, and infusion do not produce interchangeable results.
- Use fit-for-purpose equipment. If pursuing distillation, select an apparatus intended for it, with a suitable condenser and collection arrangement. Component needs vary by device. A small essential oil distillation kit or hydrodistillation apparatus is not a guarantee of a meaningful yield.
- Set up and operate the apparatus as directed. Follow the manufacturer’s instructions and safety requirements. WHO says the apparatus must be set up properly and safely according to those instructions, and that distillation should be carried out in a well-ventilated room. Do not improvise sealed vessels or pressure systems.
- Collect and separate the condensate as the apparatus allows. Distillation collects condensed vapor; the relative amounts of oil and water depend on the plant and process. A Clevenger apparatus is one type of equipment WHO notes can be used to measure yield.
- Record the conditions rather than assuming a standard result. Note the plant material and loading, apparatus and method, operating conditions, and duration. Those details are necessary to interpret a result or compare runs.
What yield should you expect?
Do not treat field-scale production figures as a forecast for a home batch. Penn State Extension estimates that an acre of English lavender produces 300–1,800 pounds of dried flowers or about 2 gallons of essential oil; for an acre of French lavender, it reports 3,500–4,500 pounds of flowers or 4.2–5.4 gallons of oil. Those are agricultural production estimates, not household-batch yields. The available figures do not establish a typical home yield.
Safety: skin use, ingestion and food infusions
Plant-derived does not mean harmless. The U.S. Food and Drug Administration warns that fragrance ingredients from plants can be toxic, irritating, or allergenic. It cites skin blistering from cumin oil and warns that certain citrus oils can be harmful on sun-exposed skin. The sources cited here do not establish a safe universal dilution or a treatment protocol, so do not assume a homemade oil is suitable for undiluted skin use, ingestion, or medical treatment.

Edible infused oils are a separate food-safety matter. Penn State Extension warns that fresh garlic and herbs enclosed in oil at room temperature can pose a botulism hazard and gives specific guidance for garlic, basil, oregano, and rosemary, including acidification steps. That guidance concerns particular edible infusions; it is not an essential-oil recipe and its ratios or instructions should not be repurposed for distillation.

Product classification depends on intended use. FDA explains that claims to treat symptoms or affect body function can make an aromatherapy product a drug, subject to applicable requirements.
