A toilet or shower is not just an enclosure project: wastewater must have a lawful destination, and the right layout depends on whether the space is for rinsing, private bathing, or a complete bathroom.
1. Decide what the outdoor bathroom needs to do
Set the intended use first. A rinse station, private shower, toilet room, and full bathroom have different privacy, plumbing, drainage, and access needs. Avoid specifying fixtures until you know which functions the space must support.
- Rinse station: For washing off sand, dirt, or debris, often near a pool, beach, or garden.
- Private bathing shower: For bathing, with visual privacy and an enclosure suited to regular use.
- Toilet room: Adds toilet-system selection and a separate waste-handling decision.
- Full bathroom: Combines fixtures and utilities, making wastewater, approvals, maintenance, and site work especially important to resolve early.
Outdoor rinsing showers are not the same as bathing facilities. U.S. Access Board guidance describes outdoor rinsing showers as intended for rinsing sand, dirt, and debris, not bathing, and generally not providing privacy. Its accessibility requirements apply within the guidance’s stated scope, not universally to every home project. U.S. Access Board: Chapter 10, Outdoor Developed Areas.
2. Choose the site and map the route to it
Walk the route from the house, pool, or outdoor living area and consider the space in use—not just where the plumbing might fit. Check visibility from neighboring properties and windows, the slope and drainage of the ground, flood exposure, and whether people can reach the bathroom safely in wet or dark conditions. Leave working room to clean fixtures and reach plumbing or treatment equipment for repairs.

- Locate the enclosure where it can provide the privacy required for its intended use.
- Plan a path that is practical for the people who will use it, including anyone with mobility needs.
- Check whether the site is exposed to flooding or water ponding.
- Keep access open for maintenance, emptying, or servicing any wastewater system.
3. Confirm the water supply and wastewater destination
Identify the water source and hot-water approach, then trace where wastewater will go. Do not assume shower water can be discharged anywhere on the property, or that toilet and shower waste can use the same route. Ask the relevant local authority whether the project needs a sewer connection, onsite treatment, a permitted greywater arrangement, or another approved system.
Rules depend on location and discharge destination. In England, Environment Agency guidance for small sewage discharges to ground sets conditions that include a daily discharge limit, an appropriate septic tank or small sewage treatment plant, drainage-field requirements, and pollution protections. It also says building-regulations approval is needed for a new septic tank or small treatment plant. A separate set of rules applies to small sewage discharges to surface water, with its own threshold and conditions. Check the live guidance and the site’s circumstances rather than assuming one route’s rules apply to another:

Other jurisdictions have their own standards. New Zealand Building Performance’s G13 Foul water guidance says: “Requires the safe disposal of foul water to prevent illness and the loss of amenity due to odour and accumulated matter.” It addresses safe foul-water disposal and adequate plumbing and drainage for water-borne sanitary fixtures in the New Zealand Building Code context. 4. Select a toilet system only after checking local requirements
A water-borne toilet, composting toilet, or other system can involve different installation, treatment, and waste-handling rules. A composting toilet is an option to investigate, not automatic permission to bury, spread, or otherwise dispose of its contents. Confirm the required system and handling method with the relevant local authority before purchase.

For example, England Environment Agency guidance RPS 318 concerns operators treating portable composting-toilet waste at the depot where the toilets were hired. Its conditions include a contained, leakproof system separating urine, solids, and sanitary waste, as well as specified time-temperature treatment for solids. That narrow operator guidance is not general household permission to compost or spread toilet waste. England Environment Agency: Treating solid waste from composting toilets, RPS 318.
Local practice documents matter. British Columbia, for example, points practitioners to its Sewerage System Standard Practice Manual and a Composting Toilet and Greywater Practice manual. British Columbia: Guidelines and Resources.

5. Design privacy, access, surfaces, and drainage
For bathing, design visual privacy into the enclosure from the start; a rinse shower may have different expectations, but should not be treated as a private bathing room by default. Choose moisture-tolerant materials and details that can be cleaned, repaired, and maintained. Plan drainage to prevent standing water and direct it only to the destination approved for the project.
Accessibility requirements depend on the jurisdiction and facility category. Under the U.S. Access Board’s Chapter 10 guidance for outdoor developed areas, an outdoor rinsing shower has a 60-by-60-inch clear ground space centered on the shower head. The guidance calls for at least one handheld shower spray with a hose at least 59 inches long and a fixed position between 15 and 48 inches above the ground. Where vandalism is a consideration, it allows a fixed shower head mounted at 48 inches instead. These are scope-specific U.S. guidance figures, not universal residential dimensions. Where bathing facilities are provided under that guidance’s scope, it points to applicable toilet and bathing requirements and calls for at least one transfer shower, roll-in shower, or accessible bathtub. That is distinct from the outdoor-rinse-shower provisions; determine which category applies to the facility and which local standard governs your project.
6. Check approvals before fixing the design
Contact the local building, plumbing, environmental-health, or wastewater authority before committing to dimensions, equipment, or a packaged shower system. Ask which permits apply, how wastewater may be handled, and what standards govern the proposed fixtures and enclosure.
Rules are jurisdiction-specific. England’s Approved Documents collection lists building-regulations guidance, including sanitation and drainage documents; UK Building Regulations Schedule 1 includes drainage requirements and conditions for private wastewater systems such as protecting health and water supplies, providing access for emptying and maintenance, and ensuring capacity, impermeability, and ventilation. 7. Specify equipment for the site and climate
Once the authority has confirmed the viable wastewater route and requirements, choose the shower fixtures, toilet, enclosure materials, and water-heating equipment. Match the choices to the water supply and local weather exposure. Where freezing is possible, determine how exposed supply lines and fixtures will be protected or shut down for cold weather before installation. Make sure treatment or storage components remain accessible for inspection and servicing.
