In India, national policy sets that as the goal, but results depend on how each city plans, connects and maintains its transport services and streets.
What makes a good city transportation system?
India’s National Urban Transport Policy (NUTP) puts access to jobs, education, recreation and other needs at the centre of transport planning. It says the focus should be on moving people rather than vehicles, prioritizing public transport and non-motorized modes such as walking and cycling. These are policy aims, not a guarantee that any individual project will deliver them. (Ministry of Housing and Urban Affairs, 2012; MoHUA outcome report)
In practice, a city-wide system is a connected mix of frequent, dependable public transport; safe walking and cycling routes; convenient transfers and last-mile links; and intermediate modes suited to local conditions. Transport planning also needs to work with land-use decisions: where homes, jobs and services are located affects how far people travel and whether transit is practical.
A metro is one possible part of that mix, not a universal answer. The Government’s Metro Rail Policy calls for comparing bus rapid transit (BRT), light rail, tramways, metro and regional rail against demand, capacity, cost and ease of implementation. It also emphasizes feeder services and non-motorized access to transit. (Prime Minister’s Office, 2017)

How can better transport improve daily life?
Make more destinations reachable
When routes, schedules and transfers connect, people can reach more destinations without relying on a private vehicle for every trip. The relevant measure is door-to-door access, including the walk to a stop, waiting time, transfers and the final leg—not just how quickly a vehicle travels along one stretch.
Make travel more dependable
Frequent and reliable services make it easier to plan around work, classes and appointments. NITI Aayog notes that poor frequency and reliability can encourage shifts toward private vehicles. Improve the journey to and from transit
Many trips involve more than one mode. A usable footpath, cycle route, feeder bus or other local connection can make the difference between a nearby station that is practically reachable and one that is not. The Prime Minister’s Office has described last-mile connectivity as important to public transport success. (Prime Minister’s Office, 2017)

Infrastructure has to work on the ground: NITI Aayog notes that pathways can be encroached, broken or unsafe. A route is not useful simply because it appears on a plan; continuity, maintenance and unobstructed access matter. (NITI Aayog)

When cities assess a project, they should consider whether pedestrians, cyclists, women, children, older people and disabled travelers can use the full route safely and comfortably. Those are important evaluation questions; the official figures cited below do not establish specific safety or accessibility outcomes.
Why do buses, walking, cycling and land use need to be planned together?
A transport network can fall short when its parts are managed separately. NITI Aayog describes fragmented city arrangements involving bus agencies, municipalities, rail and metro corporations, and development authorities, and recommends integrated planning across transport and land use. Coordination matters for practical details such as aligning routes, timetables, stations, sidewalks and development around transit. (NITI Aayog)

The Metro Rail Policy likewise links mass transit with feeder services, non-motorized first- and last-mile access and compact development intended to shorten travel distances. The implication is not that every neighborhood needs the same infrastructure, but that a major transport investment should connect to the surrounding street network and the places people need to reach. What Indian government figures show—and what they do not
In a parliamentary reply posted on 27 July 2026, the Ministry of Housing and Urban Affairs reported the following programme outputs:

These are the Ministry’s reported project and sanction totals, not a measurement of service quality or daily-life effects. In particular, “sanctioned” buses should not be read as buses already delivered or operating. The reply does not establish that every reported facility is complete, maintained or well connected. Why outcomes depend on city-specific implementation
Urban transport is primarily a State subject; the Union government supports States and cities through policy and schemes. NITI Aayog and the World Bank identify coordination and institutional capacity as implementation challenges. Local funding, agency responsibilities, maintenance and service reliability therefore shape whether planned infrastructure becomes a useful network. (MoHUA, 2026; NITI Aayog; World Bank, 2019)
The World Bank’s project completion report recounts conditions at the project’s 2009 appraisal. It cites a 2008 Ministry study that found organized public transport in 20 of 87 cities with populations above 500,000. That is historical context, not a current count. The report also described congestion, air pollution, longer travel, hazards and pedestrian impediments associated with changing travel patterns, with poorer residents disproportionately affected. Its discussion of greenhouse-gas emissions included a conditional projection from that historical appraisal: emissions could reach 8–10 times the then-current level by 2030 if urbanization and motorization trends continued. That old projection is neither a current forecast nor an observed 2030 result. (World Bank, 2019)
How should a city judge transport options?
Compare alternatives by what they let people do, not by infrastructure scale alone. The Government’s Metro Rail Policy specifies demand, capacity, cost and ease of implementation for comparing mass-transit modes. A broader city assessment should also examine:

A city should choose a mode mix that fits its demand and context, rather than assuming that a particular technology will solve every transport problem. What is not yet established by the available figures?
The cited official sources do not provide a comparable current causal estimate of how much a city-wide transport system improves quality of life across Indian cities. Project lengths, corridor notifications and bus sanctions describe reported activity, but they do not by themselves show whether residents gained safer access, shorter journeys, lower costs or more reliable service. Those outcomes require evidence about how the system operates and how people experience it.
