To make garden hoops, set a pair of supports on opposite sides of a bed and bend a length of pipe or wire between them to form an arch. For a simple low tunnel, use PVC over rebar stakes or bend #9 wire; for a plastic-covered tunnel, EMT conduit is a more suitable option. Measure your bed and the clearance your plants need before choosing hoop length, spacing, and cover.
Choose a hoop material for your bed and cover
The right build depends on the bed width, desired height, cover material, available tools, and local exposure to wind and snow. These garden hoops are DIY supports, not structures with a stated storm or snow-load rating.

Maryland Extension notes that PVC conduit can react with plastic covers, shortening cover life; WVU Extension also describes PVC as having a shorter lifespan than metal hoops. These are practical cautions, not a universal lifespan comparison across all products. Iowa State Extension’s plastic-tunnel method uses EMT conduit and UV-resistant greenhouse polyethylene instead of PVC conduit (Iowa State Extension’s low-tunnel guide).
Measure before cutting or bending
Measure the bed’s width and length, then decide how much height your crop needs now and as it grows. The hoop must span the bed while leaving the plants room below it. Check that the cover can drape over the arches, reach the ground on both sides, and close at both ends.

For an easy low-tunnel layout, Maryland Extension recommends hoops spaced 2–4 feet apart and tunnels 15–30 inches high. These are practical dimensions for a simple setup, not a guarantee of resistance to wind or heavy snow (Maryland Extension’s weather and pest protection guide).
Build PVC hoops over rebar stakes
This approach uses paired rebar stakes to hold the ends of each PVC arch. Maryland and WVU Extension describe different stake lengths and spacing, so follow one layout rather than combining their measurements.

Maryland Extension layout
- Gather ½- or ¾-inch PVC pipe, ⅜-inch rebar, a mallet, a measuring tool, cover clips, and your chosen cover.
- Cut rebar into 2-foot lengths. Drive the stakes into opposite sides of the bed, leaving about 1 foot above ground. Space support pairs 2–4 feet apart along the row.
- Measure and cut PVC to suit the bed width and target arch height. Slide one end of each pipe over a stake, bend it across the bed, and fit the other end over its opposing stake. Do not assume one pipe length will fit every bed.
- If the arches need additional support, connect them lengthwise with clothesline or twine.
- Drape the cover over the hoops and secure its sides and ends to the ground.
WVU Extension layout
As a separate example, WVU Extension specifies 8-foot lengths of ½- or ¾-inch PVC and 18-inch lengths of ½-inch rebar. Drive the rebar about 6 inches into the ground at an angle, with paired stakes opposite each other. Its guide spaces stake pairs about 3–4 feet apart and hoops about 4–5 feet apart (WVU Extension’s low-tunnel guide). If rebar remains in the ground, mark it conspicuously with paint or flags, or cap it, to reduce trip hazards.
Make simple hoops from #9 wire
- Cut #9 gauge wire into 7-foot lengths, following Maryland Extension’s example.
- Bend each piece into an arch and push its ends about 8 inches into the soil. Maryland’s example produces an arch roughly 3 feet wide and 2 feet high at the center.
- Repeat along the bed, then drape and anchor the cover. Check the wire ends and contact points so they do not abrade delicate fabric.
This is a simple option for low fabric-covered tunnels. The dimensions are Maryland Extension’s example, not a universal fit for every bed (Maryland Extension).

Make EMT conduit hoops for a plastic tunnel
- Bend 10-foot EMT conduit into consistent arches with a conduit bender or jig.
- Anchor each hoop directly in the soil or fit it over rebar driven into the ground.
- Connect the hoops along the tunnel with strapping, rope, or conduit to help support the structure.
- Cover the frame with UV-resistant 6-mil greenhouse polyethylene, then secure the edges and ends against wind. A loose sheet draped over the hoops is not reliably anchored.
Iowa State Extension recommends this conduit approach for plastic-covered low tunnels and advises ventilation in warm, sunny weather. Open the ends or roll up the sides as conditions require (Iowa State Extension).
Secure the hoops and cover
Clip fabric or netting to the hoops with appropriately sized row-cover clips. You can also make simple clips from tubing. Anchor the cover edges and ends with sod pins, landscape staples, boards, bricks, rocks, sandbags, or soil. For plastic, pay particular attention to securing the edges and ends and supporting the hoops lengthwise; wind can lift or tear a poorly restrained cover.

If you attach hoops to a raised-bed frame instead of driving supports into the ground, match the attachment to the frame construction and account for the cover height and local exposure. No specific fastening pattern or DIY design here is established as storm- or snow-rated.

Row-cover fabric comes in different weights. Utah State University Extension’s 2020 table lists these general values; actual protection depends on the fabric, crop, and conditions, so the temperatures are not guarantees for every product or night (Utah State Extension’s row-cover guide).

Insect netting may suit warm weather when row-cover fabric would make the tunnel too hot. For pest exclusion, close gaps at the edges and ends: a cover can trap insects already on the plants as easily as it can keep new ones out. Inspect beneath covers for pests and weeds, and remove or open them when crops need insect pollination.
Plastic tunnels can heat up and collect moisture. Open the ends or roll up the sides when sunny conditions call for ventilation, and check the plants rather than leaving the tunnel closed without monitoring.
Check the finished setup
- Every hoop spans the bed and clears the crop’s expected growth.
- The cover reaches the ground on both sides and closes at each end.
- Clips and anchors hold the cover in place; no sharp support ends rub against fabric.
- Exposed rebar is marked or capped to reduce the chance of a trip.
- The cover type fits the intended use, and plants beneath it can be inspected and ventilated as needed.
For a sizing example, Utah State Extension illustrates a 2-foot-wide by 18-foot-long bed with five 8-foot PVC bows reaching 42 inches above the bed and a 22-by-10-foot piece of row cover. Its guide connects the bows at the top with stretchy clothesline and along the sides with nylon twine. Those measurements illustrate one layout; adapt them to your own bed and plants (Utah State Extension).
