For a straightforward DIY, use a well-drained basket, a liner that holds some moisture, outdoor winter plants suited to your area, and a sheltered spot.
Choose a basket and a sheltered spot
Start with a sturdy container that drains freely. Wire baskets are commonly lined with coconut fiber, moss, burlap, or compressed fiber. These materials retain some water while still allowing excess moisture to drain. A plastic basket is another option; because it is nonporous, it tends to dry more slowly. Iowa State University Extension and Outreach explains the choices in its guide to creating and growing hanging baskets.
Choose a sound liner that fits the basket and a position protected from strong exposure. A sunny, sheltered site is preferable where available; the Royal Horticultural Society (RHS) advises that “Winter hanging baskets benefit greatly from a sheltered, sunny spot.” A basket in an exposed position may need extra protection during the coldest weather.
Select plants for your winter conditions
Buy plants described as suitable for outdoor winter containers in your area, and consider the basket’s actual exposure: a sheltered porch and a windswept, open wall can have very different conditions. RHS guidance distinguishes hardy plants from less hardy choices that need protection. Its UK advice recommends planting winter hanging baskets between September and November; that is a UK timing recommendation, not a universal calendar. In other regions, follow local planting advice and the season in which suitable plants are available.

For ideas about cool-season displays in the southern United States, Mississippi State University Extension’s 2024 guidance on fall and winter baskets offers a regional reference, not a guarantee for other climates. Check plant labels or ask a local nursery whether a variety is appropriate for outdoor containers and your winter conditions.
Assemble the basket without crowding it
- Fit the liner. Use a liner suited to your basket, then make sure water can drain rather than pooling at the base.
- Add growing medium. Use container growing medium and leave a small gap below the rim so water can be added without spilling. Iowa State suggests leaving about ½ to 1 inch at the top.
- Arrange plants with space to grow. Avoid overplanting. As general container guidance, Iowa State suggests about 3–5 plants for a 12–14-inch basket and 5–7 plants for a 16–18-inch basket. These are approximate counts, not a required winter recipe; plant size and arrangement matter.
- Water the medium. Settle the growing medium around the plants, keeping it moist without making it soggy.
- Hang it securely. Use a sound hook or bracket and place the basket where you can reach it to check moisture and move or cover it if needed.

Winter baskets still need regular checks. Keep the growing medium moist but not soggy; hanging baskets generally dry out less quickly in winter than in warmer seasons, but conditions vary with wind, shelter, and the container. Water the medium rather than the foliage and flowers where possible.

Skip fertilizer during winter
The RHS advises against feeding winter hanging baskets: fertilizer can encourage soft new growth that is easily damaged by frost. For longer-lived shrubs or perennials, its guidance describes annual spring feeding with a slow-release fertilizer.
Protect the basket during severe cold
Follow local forecasts and plant-specific advice rather than assuming a basket will survive a particular temperature. The RHS suggests covering baskets with fleece or temporarily moving an exposed basket into a cool greenhouse during the worst cold. Roots suspended in a basket are more exposed to cold air than roots in the ground, so overwintering perennials outdoors is less dependable.
