The building on Capo D’Orlando Drive provides penholders with kitchen and laundry facilities, changing facilities, toilets and a covered BBQ area. Two accessible toilets are also available to the public; official information does not identify the other amenities as public facilities.
What the completed facility includes
The Department of Transport and Major Infrastructure (DTMI) says the dedicated building serves penholders at the main access point for the boat pens in the harbour’s southern precinct.
- Kitchen and laundry facilities
- Changing facilities
- A covered BBQ area
- Accessible toilets
- Storage and space for trolleys and bins
DTMI identifies two toilets as available to the public. It does not say the kitchen, laundry, changing facilities or BBQ area are open to the public, so those amenities should not be assumed to be public-use facilities. The department has not published access procedures, operating hours, booking requirements or user fees.
Where it is and how the work was delivered
The building is on Capo D’Orlando Drive, at the main access point for the southern precinct’s boat pens. The project was delivered in two phases. Phase 1, completed in September 2023, extended the southern land-backed wharf and reclaimed approximately 600 square metres for the building. It also upgraded services and pedestrian pathways, and improved lighting and landscaping. Phase 2 delivered the facility itself, with DTMI reporting its completion in January 2026.

The 2026 DTMI project information lists the Phase 2 facility at $2.9 million. The WA Government said in June 2024 that the $2.9 million design-and-construction contract had been awarded to Schlager Group Pty Ltd. That announcement forecast completion in late 2025; DTMI’s subsequent January 2026 completion report is the current status.
How the facility fits into harbour improvements
The penholder building is one part of a broader programme at Fremantle Fishing Boat Harbour. DTMI’s 2026 information lists the earlier southern wharf extension, land reclamation and associated access improvements at $6.1 million, and the Jetty 3 replacement, completed in 2023, at $4.6 million. These are separate work packages, not additional costs for the $2.9 million facility contract.

The Fremantle Harbours Master Plan is a 40-year framework for Fishing Boat, Challenger and Success Harbours. It aims to improve infrastructure, waterfront access and public spaces while retaining the harbours’ working maritime role. DTMI’s listed priority planning includes shared-path improvements, a harbours access plan, design guidelines and feasibility work on relocating the boat lifter.

In the WA Government’s June 2024 announcement, Minister Assisting the Transport Minister David Michael said: “The new modern dedicated penholder facility will provide greater convenience for users, adding to the harbour’s appeal as an attractive place to pen a vessel, given its proximity to Rottnest.” That statement accompanied the contract announcement in 2024; it was not a comment on the 2026 completion.
