The Western Australian Planning Commission’s Statutory Planning Committee approved early works for the planned Women and Babies Hospital in Murdoch on 16 October 2025. The approval covers site clearance and specified foundation and ground-level works; it does not approve the full hospital or its intended Stage 2 development.
What does the Stage 1 approval cover?
The approval, made under clause 48 of the Metropolitan Region Scheme, applies to the planned hospital site at 19 Jennalup Street in the Fiona Stanley Hospital precinct. The site is reserved for Public Purposes – Hospital. The City of Melville had recommended deferring the application.
According to the WAPC committee agenda and minutes, Stage 1 comprises:
- Site clearance
- Piling
- Construction of the ground-floor slab and loading dock
- Construction of vertical cores, described as approximately 65 metres high
These are enabling and early structural works, not permission to build and operate the complete hospital.

What conditions apply before work starts?
The approval conditions require an approved tree protection plan and construction management plan before works commence. Stormwater must be retained on site. These requirements are part of the approval, rather than optional design considerations.
Does Stage 1 mean the whole hospital has been approved?
No. The committee minutes explicitly state that the Stage 1 decision should not be taken as support for any intended Stage 2 element. The main hospital development requires separate consideration. Stage 1 approval is therefore limited to the works set out in that application and its conditions.

A WAPC agenda dated 12 February 2026 addressed the subsequent Stage 2 application and listed bushfire risk, building design, and traffic and transport among its assessment considerations. Its recommendation is not a final determination. It records that site clearing had occurred and piling had commenced by that point, but does not establish the project’s construction status on 8 October 2026. Read the February 2026 WAPC agenda.
What is planned for the completed hospital?
An October 2025 update from the Office of Major Infrastructure Delivery described the planned facility as a 12-storey, 274-bed hospital. Its intended services include gynaecology and maternity inpatient care, a neonatology unit for newborns needing specialised care, operating theatres, a family birth centre, and outpatient clinics.

The agency also described early construction activity including asphalt removal, levelling, identifying and diverting services, earthworks, and piling. These activities provide context for the enabling works but do not change the scope of the Stage 1 approval.
Why was the work approved in stages?
The project team said design and early construction were proceeding in parallel to meet the target opening timetable, allowing foundation work to begin while the main hospital design continued through further resolution and review. That explanation describes the project team’s approach; it does not mean the later-stage design had already been approved.

PerthNow reported that the City of Melville raised concerns about bushfire risk, parking, and considering early works without the full project picture. The report also said the project team’s position was that only non-habitable parts would be in the higher fire-risk area and that fire engineering work would continue with DFES. Those are attributed stakeholder positions, not a finding that bushfire risk has been resolved. PerthNow’s report also describes the project as intended to replace the century-old King Edward Memorial Hospital.

The broader program described by the Office of Major Infrastructure Delivery also includes new multi-deck car parks at Fiona Stanley Hospital, an expansion at Osborne Park Hospital, and expanded neonatal services at Perth Children’s Hospital. Those projects are part of the wider program, not the Stage 1 scope at Murdoch.
