Why Neutral Wires Can Have Voltage—and Why They Aren’t Safe to Touch

A neutral wire is a normal current-carrying return conductor, not a safe-to-touch ground wire. Understand why voltage readings can appear and what to do if wiring seems unsafe.

A neutral wire carries normal current back to the source in an AC circuit. It is connected to ground at a designated point in the electrical system, but that does not mean every point on the neutral is always at earth potential—or safe to touch. A voltage reading is meaningful only when you know what two points were measured and the circuit’s condition.

What the neutral wire does

In a typical grounded AC system, the neutral is part of the circuit’s normal path: current flows through the load and returns to the source on the neutral. The U.S. Occupational Safety and Health Administration (OSHA) describes it as “a current carrying conductor that is grounded at the main service” in its Electrical Hazards for Non-Electricians training material.

Grounding the neutral at a system or service point establishes its relationship to earth; it does not turn the neutral into an inactive wire. When current flows, conditions along the conductor can differ from the bonding point. The exact voltage at a particular location depends on the installation and circuit conditions.

Why a neutral-to-earth voltage reading can occur

Voltage is a difference in electrical potential between two points. So “voltage on the neutral” is incomplete unless the reference is clear—for example, neutral-to-earth or neutral-to-equipment-ground—and the circuit state is known.

A nonzero neutral-to-earth reading may reflect voltage drop along a neutral carrying load current, a wiring or connection problem, a fault, induced or coupled voltage, or limitations of the test method. A reading alone does not identify which cause applies. The cited safety guidance does not establish one universal “normal neutral voltage” or a general threshold that diagnoses a home; do not use a single number to decide that wiring is safe.

Neutral and equipment ground have different jobs

Both conductors are associated with a grounded electrical system, but they serve different purposes. OSHA distinguishes system or service grounding—where the neutral is grounded at the transformer and service—from equipment grounding, which provides a path for fault current from energized metal parts. Its Grounding guidance explains these roles, while 29 CFR 1910.304 addresses wiring design and grounding terminals in U.S. general-industry workplaces.

Conductor Primary purpose Normal current role Safety significance
Neutral Completes the normal circuit return path to the source; grounded at the designated system or service point. Carries normal load current. Can be hazardous, including when a connection is faulty or the conductor is disconnected under certain conditions.
Equipment grounding conductor Provides a protective path for fault current from exposed metal parts. Not intended to carry normal load current. Helps provide a path for fault current; it is not a substitute for the neutral.

Do not treat a grounding terminal as a spare connection point or use the equipment ground for another purpose. The neutral is not “the ground wire,” even though it is grounded at a designated point.

Is a neutral wire safe to touch?

No. A neutral can be hazardous, and wire color or the assumption that it is “inactive” is not proof that it is safe. OSHA warns that “Injuries and fatalities can occur as a result of contact with a ‘neutral’ wire” in its Electrical Hazards for Non-Electricians material.

A disconnected neutral can also become live in some circumstances. UK organization Electrical Safety First explains in Best Practice Guide 2, issue 3: “In these circumstances, the neutral conductor can become live when it is disconnected, if an energised load on another circuit is connected to it.” The guide is an older indexed issue, so it should not be taken as confirmation of current local isolation procedure.

What to do if a wire or reading seems unusual

  • Do not touch or disconnect the conductor. Do not rely on wire color, a switch position, or an assumption about neutral.
  • Keep clear if there are warning signs. These include a shock, burning smell, heat, buzzing, repeated breaker operation, or visibly damaged wiring.
  • Contact a licensed or otherwise qualified electrician. If there is immediate danger, use the appropriate local emergency service.

This is an explanation of circuit behavior, not instructions for opening a panel, disconnecting a neutral, or testing live domestic wiring. Electrical work should follow the isolation rules and practices that apply in the reader’s jurisdiction.

Why proving a circuit dead takes more than a guess

OSHA’s U.S. general-industry work-practice rule, 29 CFR 1910.333, requires exposed live parts to be deenergized before work, subject to specified exceptions. OSHA’s construction grounding rule, 29 CFR 1926.962, requires testing and verification before grounds are installed. These requirements apply within their stated U.S. workplace contexts; they are not a universal residential code.

Electrical Safety First’s UK guidance says conductors that are unidentified or uncertain should be assumed live until positively proved dead and isolated. Suitable verification depends on the circuit, equipment, training, and local safe-isolation practice. A correctly rated two-pole voltage tester is a relevant category of instrument, but owning a tester does not make live electrical work safe; a non-contact detector alone should not be treated as proof that a circuit is dead.
