The Western Australian Planning Commission (WAPC) granted conditional approval for Dunes Beach Resort at the former Quinns Rocks caravan park site on 4 September 2024. The City of Wanneroo reported practical completion on 17 August 2026 and said an opening was anticipated that month; its project page lists September 2026 as the expected opening. The cited City updates do not confirm that the resort has opened.
What the WAPC approved
The WAPC Statutory Planning Committee determined the development application under clause 30(1) of the Metropolitan Region Scheme at its meeting on 4 September 2024. The City of Wanneroo says the application was publicly advertised from 23 May to 7 June 2024 and was approved with conditions. Where the resort is being built
The site is Lot 211, 2 Quinns Road, Mindarie, on City-owned land. The WAPC agenda identifies the land as Parks and Recreation reserve and a Bush Forever area under the Metropolitan Region Scheme. The application area was 1.9170 hectares within the wider 11.0570-hectare site. The City’s project overview describes 38 ensuite glamping tents, a café and restaurant, function facilities, landscaped open spaces and community picnic areas. Its August 2026 update says the completed development includes a reception building, Sandara café/restaurant and function space for up to 240 patrons. Construction status, operator and funding
On 17 August 2026, the City reported that the resort had reached practical completion and that its opening was anticipated that month. The City’s project page separately lists September 2026 as the expected opening. These dates describe expectations, not confirmation of an opening or current booking availability.
Eco Tourism Pty Ltd is the private developer and operator. The City says it handed the project to Eco Tourism in July 2025, with the company funding, developing and operating it under a long-term ground lease. The City estimates the development cost at $8 million and says the proponent is responsible for design, approvals, construction, landscaping and associated infrastructure costs. What objections were reported
PerthNow reported that residents and the neighboring Quinns-Mindarie Surf Life Saving Club objected during the campaign. The concerns included the City’s parking calculations and whether the resort would constrain the club’s future growth. The outlet also reported that one public deputation opposing the development was presented to the committee. These were reported objections, not findings established as part of the WAPC’s decision. PerthNow’s 2024 account of the proposal reported 80 parking bays, accommodation for up to 90 resort guests, and restaurant capacity for up to 240 patrons and 13 staff. It also described proposed licensed hours of 7am to midnight on Fridays and Saturdays, and 7am to 10.30pm on other days.
