Devwest-associated Urban Flux proposed an 11-storey, $110 million office building at 80 Francis Street and 95 Aberdeen Street in Northbridge. The government lease once planned for the site will not proceed, but the Western Australian planning page reviewed still lists the application as under assessment. The available information does not establish that the project has been approved, cancelled, or begun construction.
What was proposed for the Northbridge site?
PerthNow reported on 18 September 2025 that twin brothers Damon and Chad Ferguson of Devwest Group were behind the proposal, with Devwest development director Brett Lovett also involved. Planning documents identified Devwest and Urban Flux as development companies run by the Fergusons. The proposed site, at 80 Francis Street and 95 Aberdeen Street, is close to Northbridge Piazza, Russell Square, North Metropolitan TAFE, Perth City Link, Perth train station, RAC Arena and HBF Park. PerthNow reported the project value as $110 million and the site area as 3,979 square metres. PerthNow’s September 2025 report said the site formerly contained European Foods Wholesalers warehouses and that the proposal sought demolition of existing structures.
Scale and facilities
Reports describe the building’s height and office levels somewhat differently. PerthNow called it an 11-storey tower with eight office floors. The Urban Developer described an 11-storey building with approximately 20,000 square metres of A-grade office space across 10 levels, designed by Plus Studio. These are descriptions from the respective reports, not a final as-built specification. The Urban Developer’s proposal coverage attributed the phrase “highly sustainable, wellness-oriented and future-proofed building” to the design report; it is not evidence of verified operating performance.

The proposal’s $110 million value and reported floor area describe a planned development, not a confirmed construction cost or completed building.
What happened to the planned government tenancy?
Proposal coverage in 2025 described the building as intended for government offices, with an expected workforce of about 1,800. That figure was a plan-stage estimate, not confirmed occupancy. Agency names changed amid government restructuring: the February 2026 lease report identified the intended tenant as the Department of Local Government, Industry Regulation and Safety (DLGIRS); earlier reports referred to the former Department of Energy, Mines, Industry Regulation and Safety. Initial coverage also said four offices were expected to be consolidated, but the agencies were not then clear.

On 20 February 2026, Business News reported that the State had decided not to proceed with a lease for a Northbridge site. A Department of Housing and Works spokesperson told the outlet: “The State has decided it will not progress with a lease for a site in Northbridge,” Business News’ February 2026 report said the planned move had been expected to cost taxpayers about $21 million a year and that the lease arrangement hinged on a property sale.
The lease decision is a significant change to the project’s original tenancy plan, but it does not, by itself, show that the development application was withdrawn or that another tenant could not occupy a building on the site.

What is the planning status?
The WA Department of Planning, Lands and Heritage consultation page says public comment has closed and the application is under assessment. It says feedback from the community, stakeholders, local government and agencies is being considered to inform a recommendation to the Western Australian Planning Commission (WAPC). The page reviewed does not show a final determination. Check the department’s Northbridge consultation page for its posted status.
Accordingly, the available information supports describing the tower as a proposal under assessment, with its intended government lease no longer proceeding. It does not establish whether the application will be approved, refused, revised or withdrawn, nor whether the development will be built.

What remains unresolved?
The public planning page reviewed does not show the WAPC’s final decision. Business News’ lease report does not establish the application’s disposition, later ownership, financing, redesign or construction status. No verified project update in the available coverage establishes the proposal’s ultimate fate, so claims that the tower has been approved, cancelled, sold or started should be treated as unconfirmed.
