How to Design a Modern Dockyard: Facilities, Layout and Safety

A modern dockyard design connects vessel requirements and waterfront facilities with landside flow, services, maintenance, and safety planning.

A modern dockyard is designed as a connected waterfront and industrial operation—not as a dock basin in isolation. Start by defining the vessels and work the yard must handle, then coordinate docking facilities, vessel and material movement, utilities, maintenance, and safety around that mission.

Start with the work the dockyard must perform

Before selecting a dock type or drawing a layout, define the service case. A yard for new construction has different operating needs from one focused on repair and maintenance; conversion, naval support, or a deliberate mix introduces its own requirements. The mission determines which facilities and work areas belong in the concept.

Build a project brief

Record the vessel classes the yard will serve and their length, beam, draft, and access requirements. Describe the work scope, expected arrival pattern, desired annual throughput, and whether vessels need in-water work, out-of-water work, or both. These are inputs to a site-specific design brief, not a universal capacity formula: the available guidance does not establish a single formula or standard dockyard size.

Also identify the site conditions and constraints the design team must resolve, including water depth and shelter, shoreline and land access, geotechnical and metocean conditions, environmental baseline, utility requirements, budget, and the relevant coastal authority. These affect facility choice and detailed engineering; no generic layout can substitute for them.

Choose waterfront facilities for the mission and site

BS 6349-3:2013, listed as current by BSI Knowledge, covers shipyard waterfront layouts and facility types including dry docks, quays and piers, slipways, shipbuilding berths, shiplifts, floating docks, gates, mechanical and electrical services distribution, and control systems. It is a broad shipyard-specific design reference, not a decision that one facility is best for every yard.

Compare alternatives against vessel envelope and draft, construction versus repair work, site geology and water access, operating sequence, throughput and outage tolerance, lifecycle inspection and maintenance, and the project’s safety, environmental, and permitting requirements. The table is a screening aid: it does not prescribe dimensions, comparative costs, or a preferred technology.

Facility type What to evaluate in concept planning
Graving (dry) dock Whether the vessel envelope, sill depth, dock structure, dewatering arrangement, supports, and inspection and maintenance plan suit the work and site.
Shiplift Whether its lifting and transfer arrangement fits the vessels, work sequence, supporting facilities, and required operating availability.
Floating dock Whether the operating arrangement, sheltered-water access, vessel requirements, and inspection and maintenance needs fit the location and mission.
Slipway or shipbuilding berth Whether launching, construction, or repair needs and the vessel’s movement to and from the water suit the site and yard sequence.
Quays and piers How berthing and waterfront access support vessel arrival, work, services, and movement between the water and landside areas.

The listed standards establish facility families and design considerations, not a universal cost or performance ranking. Select and size facilities only after the project brief and site investigations establish what the yard must accommodate.

Lay out the whole yard, not just the waterfront

A useful concept plan traces how a vessel, workers, materials, and services move through the operation. BS 6349-3 treats waterfront structures, services distribution, controls, and relationships among principal structures as parts of the overall shipyard design. Reflect those connections early rather than placing facilities independently and attempting to reconcile them later.

Map the operating sequence

Show the route from approach and arrival through berthing, docking or launch, work, undocking, and departure. Add the landside movement of components, supplies, equipment, and people. Identify where each work activity takes place and how it connects to the vessel and to supporting services.

Coordinate interfaces and corridors

At concept stage, show how waterfront facilities connect to work areas, access routes, utility corridors, and control systems. Flag interfaces that require detailed design, such as the transitions between vessel access and landside operations. Exact dimensions, zoning, and safety separations require site-specific engineering and applicable local requirements; they should not be inferred from a generic diagram.

Understand what a dry dock requires

A graving dock is a chamber formed by a floor, side and head walls, an entrance gate, and a sill. Its operating arrangement includes flooding and dewatering systems and supports on which the vessel rests during work. In a typical sequence, the dock is flooded to admit and position the vessel; the vessel is aligned over its supports; water is pumped out for access to the hull; and the dock is reflooded for undocking.

Effective dock length and width, sill depth, structure, pumps, supports, and the condition of those systems all matter. The vessel must remain stable as it settles onto the supports, so docking preparation, positioning, and support arrangements are safety-critical. The older UNIDO manual, Boatyard and Shipyard Structures for Building and Repairing of Boats and Ships, can help explain basic components and operation; it is not a current design code. Actual dimensions and engineering must come from the project’s vessel requirements, site data, and applicable current standards.

Make inspection and maintenance part of facility design

A facility’s nominal capacity is not the whole question: its structure, foundations, auxiliary systems, procedures, personnel, and maintenance condition affect whether it can be operated safely. Plan for inspection access, maintenance work, operating controls, and the consequences of taking a facility out of service. An outage can affect capacity, so it belongs in the operational concept as well as the maintenance plan.

The active DLA Quick Search record for U.S. Navy MIL-STD-1625, Revision E, is dated 19 March 2026 and was updated 30 September 2026. Its scope concerns safety certification of U.S. Navy ship facilities, including designed capacity and current material condition, foundations, structure, auxiliary systems, operating procedures, qualified personnel, and maintenance procedures. ASCE/COPRI 77-2022 is a commercial dry-dock standard focused on safety certification and risks associated with inadequate inspection and maintenance.

These references have different scopes. A standard’s existence does not by itself establish that it is legally applicable to a particular project or that it is a complete standards register. Confirm the project’s jurisdiction, owner requirements, vessel mission, and applicable standards before setting design criteria.

Build safety into planning and daily operations

Dockyard safety depends on how the yard is planned and managed, not only on personal protective equipment. IMCA’s Guidance on safety in shipyards, Revision 2 (August 2025), covers suitability and prequalification, work scope, pre-docking, operations and controls, health, safety and security, and closeout and handover. Use that lifecycle perspective when defining who approves the work, what must be ready before docking, how operations are controlled, and how the vessel and work area are handed over.

The International Labour Organization’s revised Safety and health in shipbuilding and ship repair code was published on 19 February 2019 and adopted by a Meeting of Experts in January 2018. It promotes prevention-oriented occupational safety and health management and cooperation among governments, employers, and workers. For a project, this points to assigning responsibilities, involving workers in hazard prevention, and establishing systems that continue from planning through operations and handover.

Coordinate survey windows with dock availability

Survey timing can affect when vessels need repair-yard access. The International Maritime Organization explains that harmonizing survey arrangements addresses cases where survey dates for separate instruments do not coincide, so a ship need not return to port or a repair yard soon after another visit for a separate survey. Treat survey calendars as one input to demand and maintenance planning—not as a guarantee of reduced workload or a substitute for a capacity analysis.

What the concept plan should establish

Before detailed design, the concept should make the operating logic and unresolved project inputs visible. A practical review checks that:

  • The mission, vessel envelope, work scope, arrival pattern, and throughput target are defined.
  • Waterfront facility choices have been tested against the vessel, site, work sequence, outage tolerance, and maintenance needs.
  • The vessel route and the movement of people, materials, and services connect coherently across the yard.
  • Inspection, maintenance, operating controls, safety responsibilities, and handover are part of the operating concept.
  • The project team has identified the site investigations, jurisdictional requirements, and standards register needed before detailed engineering.

No universal dockyard dimension, cost benchmark, utility load, timeline, or preferred dock technology follows from these planning references. Those decisions depend on the site, vessel mix, mission, and applicable requirements.
