But that was not the final outcome: the City’s development assessment register records a further refusal in November 2025 and approval on 26 March 2026. The latest recorded approval does not establish that construction has begun.
What State planners refused in May 2025
The application was for a four-storey apartment development containing five dwellings at 6 Alexander Road. PerthNow reported that the City of Nedlands recommended refusal and that the five-member panel voted unanimously to refuse it on 7 May 2025. The reported planning concerns included building height, plot ratio, side setbacks and a lack of on-site parking, which planners considered could affect neighbouring amenity.
Panel presiding member Karen Hyde said, according to PerthNow: “I find that there is a lack of information on the plans to confirm this is genuinely a multiple dwelling.” Hyde also said the proposal “could lend itself more to residential accommodation for other purposes.” These were concerns about the information in the plans; they should not be read as a finding that the development was intended for another use. Why residents objected
Residents had raised objections at a Nedlands council meeting in April 2025. Dalkeith resident Paula Meling called the proposal “visually jarring” and argued that introducing a four-storey building would contradict local planning policies intended to preserve the neighbourhood’s established character. PerthNow’s account described much of Alexander Road as having been redeveloped with two-storey homes, while noting two buildings on the same block along Waratah Avenue that reached four and five storeys. Those details provide context reported at the time, not an independent survey of the street or a formal planning finding. (PerthNow, 7 May 2025)
The site had a history of proposals
The 2025 PerthNow report recounted earlier development attempts at the address. A five-storey proposal made in 2019 was reduced to four storeys after public consultation, but the resulting proposal was refused by Nedlands council in 2020. How the decision changed
The 2025 refusal did not settle the application’s status. The City of Nedlands register records three key decisions for the five multiple dwellings at 6 Alexander Road:

What changed in the amended proposal
PerthNow’s 26 March 2026 follow-up described an amended five-dwelling proposal on a 1,012-square-metre lot. It reported that the applicant made more substantial changes after the earlier refusals, including increasing setbacks, reducing plot ratio, and adding a bicycle bay and storage room. The article said the amended design was considered compatible with the immediate locality and Alexander Road’s evolving character. (PerthNow, 26 March 2026)
That account estimated the proposal’s value at $6 million; it is a reported estimate, not a verified construction cost or sale price. The City register records approval on 26 March 2026, but the available register summary does not establish whether work has started or provide the conditions attached to the approval.
