Cockburn Aquatic and Recreation Centre (Cockburn ARC) in Cockburn Central has completed a two-part upgrade: new AFLW and community changerooms and shared facilities, alongside a refurbished health club. The expansion adds dedicated team and community spaces, an undercover 250-seat terrace and multipurpose rooms, while the gym and studios have been enlarged or upgraded.
What the Cockburn ARC revamp delivered
The completed work combines two related but distinct projects: a changeroom and community-facility expansion serving football and local sport, and a refurbishment of the health club. The City of Cockburn and WA Government describe the new facilities as supporting Fremantle Football Club’s AFLW program at Victor George Kailis Oval, community sporting clubs and centre users. The City’s completion announcement and the WA Government’s account report the delivered facilities.
| Project component | Facilities delivered | Primary purpose |
|---|---|---|
| AFLW and community changeroom expansion | Dedicated AFLW changerooms, changerooms for community sporting programs, umpire facilities, an undercover 250-seat spectator terrace, and multipurpose education and community space | Team, umpire and community sport use, with spectator and shared community facilities |
| Health club refurbishment | Gym floor expanded to 1,500 square metres; Mind and Body Studio expanded to 250 square metres; group fitness and indoor cycle studios relocated and upgraded | More space and refreshed studio provision for health club and class users |
How the new facilities support women’s sport and local clubs
The new changerooms provide dedicated provision for Fremantle’s AFLW program and additional facilities for community sporting programs. Umpire facilities, spectator seating and the covered terrace add support around match and club activity, while the multipurpose rooms provide education and community space beyond changeroom use.
City of Cockburn Mayor Logan Howlett said the facilities would enable more people to use Cockburn ARC and support the further enhancement of women’s sport. WA Sport and Recreation Minister Rita Saffioti described the upgraded changerooms as female-friendly infrastructure delivered through PlayOn WA. Fremantle Football Club CEO Simon Garlick called the redevelopment a strategic investment in the club and the communities it serves. These are statements from the project’s official completion announcement, rather than independent assessments of participation outcomes.

In the same City announcement, WA Football Commission CEO Michael Roberts said more than 16,000 females were participating in community club football statewide and Perth metropolitan participation had grown nearly 46% since 2019. Those figures are his attributed statement; the announcement does not cite a separate dataset.
What changed in the health club
The gym floor now measures 1,500 square metres and the Mind and Body Studio 250 square metres. Group fitness and indoor cycle studios were relocated and upgraded, and administrative space was converted to make room for gym expansion. The City’s completion announcement says health club improvements were completed in July, but does not specify the year in that sentence; it is safest to treat this as the timing reported in that announcement rather than assign a more precise date.

Project cost: why the reported totals differ
The headline’s “$16m” is a rounded reference to the WA Government’s reported $16.2 million value for the Cockburn ARC evolution project. The City’s completion account separately reports $7.4 million for the changeroom expansion and $9.6 million as the health club construction cost. Those City figures add to $17.0 million, so they should not be presented as a reconciled breakdown of the Government’s $16.2 million total. The City’s earlier funding announcement also described the project as $16 million.
| Source and date | Reported amount | What the figure describes |
|---|---|---|
| WA Government, 2025 | $16.2 million | Overall Cockburn ARC evolution project value |
| City of Cockburn, 2025 | $7.4 million | Fremantle Football Club AFLW and Community Changeroom Expansion Project cost |
| City of Cockburn, 2025 | $9.6 million | Health club construction cost |
How the completed work fits into Cockburn ARC
The redevelopment sits within a larger aquatic and recreation centre that the City lists as including indoor heated 25-metre and outdoor heated 50-metre pools, learn-to-swim and interactive water facilities, a warm pool and spa, sauna and steam room, a six-court multisport stadium, gym and studios, specialist children’s facilities, accessible change facilities, meeting spaces and a cafe. The City currently says the centre’s three water slides are closed until further notice; operating status can change, so check the centre’s current information before visiting. The operator’s website describes nine water areas, a six-court stadium, three group fitness studios and the 1,500-square-metre gym; it also publishes current entry fees and pool lane availability, which may change.
