Tattarang’s 2021 vision for redeveloping Cottesloe’s Indiana Tea House is not an approved construction plan. In June 2024, the Town of Cottesloe decided not to proceed with the proposal’s business plan in its existing form and endorsed parameters to guide a revised vision. The available public information cited here does not establish that a replacement proposal has since been lodged or approved.
What did Tattarang propose for the Indiana Tea House?
In its 5 December 2021 announcement, Tattarang described a multi-level, terraced beachfront precinct developed by its property division, Fiveight, in consultation with Woods Bagot. It said the existing west-facing Tea House would be enhanced, with a new structure behind it among the Norfolk Island pines. These were the proponent’s plans, not an approved or completed scheme. The proposed mix included restaurants, cafés, family-oriented kiosks, a promenade and a covered public plaza. Tattarang also proposed a multi-million-dollar upgrade to the Cottesloe Surf Life Saving Club and said the building’s western façade would be retained and enhanced.
Tattarang forecast that the project would create more than 113 ongoing jobs and inject millions of dollars into the local economy during construction. Those figures were company projections in 2021, not verified outcomes.

Is the Indiana Tea House redevelopment approved?
The Town of Cottesloe’s 26 June 2024 announcement said Council had decided the previous evening not to proceed with the business plan put forward by Tattarang and Fiveight. The decision concerned that proposal in its existing form; it did not amount to a permanent rejection of redevelopment at the site. The Town said it would welcome a revised vision within Council-endorsed parameters. (Town of Cottesloe, 26 June 2024)
The public information cited here does not establish whether a revised Indiana proposal has since been lodged or approved. The 2021 design should therefore be understood as a past proposal, not the current approved plan or evidence that construction is underway.

Why did Council decline to proceed with the business plan?
The Town identified three concerns:
- Insufficient clarity about the financial impact and risk to the Town.
- The level of community benefit.
- Whether the proposal aligned with the endorsed Foreshore Masterplan.
Council endorsed development parameters covering supported uses, community benefits, financial considerations, and environmental and heritage considerations, intended to guide a revised vision. Mayor Lorraine Young said: “To be very clear, the Town of Cottesloe fully supports the redevelopment of the Indiana Tea House – and we would welcome a revised vision for the site that works within the parameters set out by Council.” She also said: “Any redevelopment of Indiana should fully integrate with the approved Masterplan – the current proposal does not.”
The Town’s 2024 announcement described the Foreshore Masterplan as taking four years to prepare, costing almost $1 million and involving significant local input; the mayor said it was endorsed in 2019. The Town’s current project page separately says the Foreshore Revitalisation Masterplan was adopted in 2018. Those are the dates as stated in the respective Town sources. What is happening with the wider Cottesloe foreshore?
A separate, Town-led foreshore revitalisation project has Stage One funding. The Town’s project page says that in May 2026 it announced $10 million in Australian Government Urban Precincts and Partnerships Program funding alongside a $5 million Town contribution. Stage One is described as including:
- Converting carpark 1 to public open space.
- Terraced seating, an event plaza and landscaped community spaces.
- Wider Marine Parade footpaths and traffic calming.
- Improved universal beach access.
The Town says discussions with the State Government continue about the remainder of the wider project. This public-space funding and work do not establish approval for Indiana’s separate redevelopment proposal.

What building and heritage details are established?
Town council minutes from 2021 identify Fiveight as the proponent and a Tattarang subsidiary, and state that the existing Indiana Tea House building was built in 1995. (Town of Cottesloe council minutes, 24 August 2021)
The Town’s general heritage information says Heritage Council of WA approval is required for development of places on the State Register under the Heritage Act 2018. What should a revised proposal be assessed against?
The Council-endorsed parameters and the Town’s stated concerns point to the practical questions a new proposal would need to answer: what uses are supported, what the community gains, what financial exposure the Town would carry, how the scheme fits the Foreshore Masterplan, and how it addresses environmental and heritage considerations. The 2021 vision also makes the treatment of the existing building and its western façade a relevant design point to compare.
