The proposal asked the Australian Government to encourage state and territory governments to introduce such a ban, particularly in newer suburbs. It was an advocacy motion—not a law or an enacted roofing ban—and the published accounts of its National General Assembly outcome conflict.
What did Cockburn Council propose?

The request was directed first to the Australian Government, asking it to encourage state and territory governments to act. It did not itself change building rules or prohibit anyone from installing a dark roof. Why did Cockburn want to restrict dark roofs?
The council framed the proposal as a response to the urban heat-island effect, with particular attention to newer suburbs. Its stated rationale was that dark roofs absorb more heat, potentially increasing the need for cooling and household electricity costs. Did the 2024 motion pass?
The formal accounts disagree. The Australian Local Government Association’s 2024 resolutions document records the Cockburn motion as “Motion withdrawn by Council.” ALGA 2024 resolutions A Western Australian Local Government Association release dated 9 July 2024, however, lists the motion among successful motions. For the formal assembly outcome, ALGA’s resolutions document is the direct record and identifies the motion as withdrawn. WALGA’s conflicting summary means the discrepancy should remain visible; the available accounts do not support saying that a dark-roof ban passed or took effect.

What the motion did—and did not—mean for building projects
The motion was a request for government action, not a change to roofing requirements. It does not establish that a state or territory adopted a ban, specify transition periods or exemptions, or set out rules for particular roofing products. The motion’s emphasis on newer suburbs is part of its wording; it does not provide a detailed scope for a future regulation.
