Scarborough–Trigg Boardwalk: Erosion Concerns and Project Status

The City of Stirling’s proposed Scarborough–Trigg boardwalk remains in planning, with environmental approvals and funding still to come. Here’s what is known about erosion concerns, consultation and the project’s cost estimates.

The City of Stirling’s proposed Scarborough–Trigg coastal boardwalk has drawn opposition over possible effects on protected bushland, coastal erosion, cost and other impacts. The project is still in planning: after a 25 November 2025 council resolution, the City said it would develop a 15 per cent design, pursue environmental approvals and prepare a funding proposal. That is not approval to build or confirmation of funding.

What is proposed, and where does it stand?

The City is investigating a boardwalk linking Scarborough and Trigg, with its feasibility work focused on South Trigg Beach Reserve. The City says the concept is intended to connect the two coastal areas, separate pedestrians from traffic and the existing shared path, and create a coastal visitor experience while limiting environmental impacts through design and restoration. These are project aims, not demonstrated outcomes.

On 25 November 2025, Council resolved that the proposal proceed to the next phase. In its 28 November update, the City described that work as preparing a 15 per cent design, seeking environmental approvals from state agencies and developing a proposal for state, federal and industry funding. The project page continues to list the Council resolution as the latest formal phase. Neither the resolution nor the stated next steps establish construction approval or secured funding. Why is erosion a concern?

South Trigg Beach Reserve is identified by the City as a Class A reserve under the Land Administration Act 1997 and as Bush Forever Area 308. The City’s FAQ also describes Quindalup Dunes and a threatened ecological community in the area. Those designations bring added protection and approval requirements, although the City says they do not automatically rule out all path or boardwalk works.

The City says a preliminary environmental assessment recommends locating most of the boardwalk east of the 2070 coastal erosion hazard extent. This is an early planning recommendation, not a guarantee that the coast will not affect the project, proof that every component is outside hazard exposure, or a completed environmental approval. The City lists environmental approvals among the next steps. Its project information does not, by itself, establish detailed erosion projections or ecological survey findings.

Opponents argue that building in the reserve could disturb bushland, flora and fauna, affect views, create safety or anti-social-behaviour concerns, and add construction, maintenance and public costs. These are concerns raised by opponents, not established predictions of what the final design would cause. A Trigg Bushland community submission sets out arguments against the proposal; it is an advocacy document rather than an independent technical assessment.

What did consultation show?

The City says its consultation ran from 30 July to 30 August 2025 and received 2,499 verified submissions. It reported that 70 per cent supported the proposal and 30 per cent opposed it. The figures describe submissions received, not a representative survey of all City of Stirling or Perth residents. Reported themes included pedestrian safety, accessibility, general support, environmental impact and cost.

Announcing the consultation results on 10 September 2025, Mayor Mark Irwin said: “A coastal boardwalk between Scarborough and Trigg is an idea that’s been talked about for at least 20 years, but this is the first time we’ve actually done the work to find out if it’s a good idea.” That is the Mayor’s characterization of the study’s history and purpose, not a finding about the project’s impacts. What do the published cost and benefit figures mean?

The City gave an estimated project cost of $18.5 million when it sought feedback in 2025. It is an estimate, not a final tender price or an approved current budget. The same City material cited an independent economic impact assessment estimating $100 million in benefits over 30 years and a return of $3.30 for each dollar invested. Both benefit figures are forecasts, not realized results; they should be read as estimates based on that assessment rather than guaranteed returns. The figures appeared in the City’s 30 July 2025 call for feedback.

What should be resolved before construction?

The next design and approvals work will determine whether the concept can address the trade-offs that remain open. Key questions include:

  • How the route and construction footprint relate to the 2070 erosion hazard extent, and what residual coastal risk remains.
  • What environmental approvals require and how impacts on the reserve, dunes and threatened ecological community would be avoided, minimized or managed.
  • Whether the route improves pedestrian safety and accessibility without creating new conflicts among walkers, cyclists and other shared-path users.
  • What visual effects, maintenance obligations and whole-of-project costs are expected from a developed design.
  • Whether external funding is secured and the proposal receives the approvals required to proceed.

Until those matters are addressed through the design, approval and funding process, the published erosion recommendation should be treated as a planning measure to examine, not a settled answer to the concern.
