Cockburn Council endorsed Parts One and Two of the Coogee Beach Land Use Master Plan on 10 June 2025. The plan sets out indicative priorities for the foreshore through to 2050, but endorsement is not construction approval: the City says further investigation and funding are needed, and delivery timeframes are indicative.
What Council endorsed
At its Ordinary Council Meeting on 10 June 2025, Council endorsed the Coogee Beach Land Use Master Plan, Parts One and Two, including its infrastructure staging priorities. It also received a summary of community engagement outcomes and noted that further investigative work is required to support business cases for proposed upgrades. The decision directed officers to ensure the planned playground meets community needs at detailed design stage, including consideration of passive surveillance. Council meeting report.
The City’s decision formalises a coordinated framework for future land use. It does not approve every proposal for construction or guarantee a fixed delivery schedule.
Why the foreshore has a new plan
The previous Coogee Beach Landscape Master Plan dated from 2014. City coastal adaptation and foreshore management work identified increasing erosion risks and the need to plan for the managed retreat of assets over time. The new plan coordinates recreation, tourism and commercial uses with community needs and coastal planning requirements, looking ahead to 2050. City plan information.

The foreshore is within Woodman Point Regional Park. Planning context also includes the Woodman Point Regional Park Management Plan and the Coogee Beach Foreshore Management Plan, which covers 2020–2070, alongside the earlier 2014 landscape master plan. City planning documents.
What is proposed for Coogee Beach foreshore?
The plan covers a range of linked issues: managing coastal hazards, improving access from Cockburn Road, responding to parking demand, making pedestrian access better, guiding future redevelopment of Coogee Beach Holiday Park, and facilitating redevelopment of the café and complementary commercial opportunities. Short-term priorities
The City’s release identifies a café and public amenity building, a playground, a Changing Places accessible toilet and wheelchair storage facility, and ACROD parking among the short-term priorities. Other proposals include formalising a car park east of Cockburn Road, creating a Nyungar yarning space, reconfiguring the holiday park’s southern entry and providing a multi-use event space.
Road changes depend on collaboration with Main Roads WA, which controls Cockburn Road. One reported short-term priority is replacing the Powell Road entry with a signalised intersection at Cockburn and Beach roads; the City says this remains subject to ongoing advocacy and coordination.

Medium-term and longer-term ideas
Further ideas include converting current car parks to parkland, introducing a loop road, accounting for coastline changes in holiday park planning, relocating the café or kiosk, and identifying options for surf-life-saving and community facilities. Their inclusion in the plan does not itself establish a construction date or secured funding.
When will the master plan be built?
There is no single construction start date established by the Council decision. The City describes the stages and timeframes as indicative. Proposed works require further investigation and, where relevant, business cases; implementation is expected when funding becomes available through government grants, municipal funding, or government or corporate partnerships. What the City reported about engagement and cost
The City reported that more than 400 people took part in the first engagement phase in early 2024 and more than 230 community members and stakeholders participated in the second phase in late 2024 to early 2025. It also reported an estimate of more than $23 million for short-term actions. For the community, the plan provides a framework for weighing public access, facilities, recreation and commercial uses against coastal change. For proposed construction, the practical next steps are further investigation, detailed design where appropriate, business-case development and funding. Proposals involving Cockburn Road also require coordination with Main Roads WA. The plan’s 2050 horizon is a planning horizon, not a promise that all listed changes will be completed by that year.
