The available sources do not establish DevelopmentWA’s final decision or whether the work was completed.
What councillors recommended
The proposal covered the heritage-listed hotel at Lot 700, 78–80 Railway Parade, beside Bayswater station, which was being redeveloped as part of the METRONET East project. At its 25 October 2022 meeting, the City of Bayswater council recommended approval with conditions. That was a recommendation to DevelopmentWA, also referred to at the time as the Metropolitan Redevelopment Authority—not the final state-authority determination. What the proposal would change
The application proposed retaining the historic hotel fabric and the motel rooms built along Rose Avenue in 2013, as well as part of the existing car park. It would replace the existing outdoor dining, beer garden and TAB areas with new alfresco dining, a beer garden and a children’s play space, and replace the existing drive-through liquor store. The proposed works also included expanding the single-storey hotel into part of the car park.
Facade, signage and landscaping
Reported design elements included a ceramic-tile dado on the heritage part of the ground-floor facade, repainting the balcony facade, landscaping that retained some existing trees, a large roof sign and a ground-level mural. The proposal therefore combined retention of historic fabric with visible changes to parts of the building and its grounds.

Parking
PerthNow reported figures attributed to a 2022 Planning Solutions report: 23 existing parking bays would be removed, leaving 75 bays. These are figures for the proposal, not a general measure of parking demand or the eventual built outcome. See the PerthNow report.
Why some conditions changed
In its 3 November 2022 coverage, PerthNow reported that councillors backed an alternative motion from Cr Josh Eveson after the owners and their planner asked for changes to some conditions. The motion removed a requirement to replace a tree and provide three years of maintenance for certain street-verge trees damaged or removed during construction. It also removed a condition requiring on-site trees to be retained and monitored by a qualified arborist.
Cr Dan Bull supported the plans but voiced concern about the reduced tree protections. He told PerthNow: “I’m going to support this on the basis of the reputation and the sincerity of the applicant.” Eveson described his motion as addressing concerns raised in deputations and “retaining the intent and compliance on important planning matters.” Hotel owner Dave Allan, discussing the condition negotiations, said: “I feel like it hasn’t happened in this case.” These are attributed comments reported at the time, not independent evidence of environmental effects or wider community opinion. What the submissions and records establish
The City’s supplementary agenda stated that DevelopmentWA had received 12 submissions in support and one objection by the time of the 25 October meeting. That is the count for this application, not a poll or a measure of opinion across Bayswater.
