The WAPC refused the $278 million application on 4 December 2025, citing the lack of a precinct structure plan and other planning concerns. The applicant’s State Administrative Tribunal (SAT) review was still listed as pending when the WAPC application page was checked in 2026.
What is the Warwick Quarter proposal?
Warwick Quarter is a proposed mixed-use redevelopment at 83, 95 and 99 Ellersdale Avenue and 14 and 30 Dugdale Street in Warwick, Western Australia. The WAPC’s application listing, reference SDAU-063-23, values the proposal at $278 million. Contemporary 2024 coverage rounded that figure to $280 million, the amount used in the original headline.
The application describes seven buildings, each between 7 and 25 storeys, with apartments, commercial space and basement parking:
- 1,040 apartments
- 375 square metres of commercial floor space
- 1,517 basement parking bays
These are the figures for the submitted proposal as described in the WAPC listing; they do not mean the project has approval to proceed.

What did Joondalup Council recommend in 2024?
In October 2024, Joondalup Council supported a recommendation that the WAPC not support the application. The council’s central concern was that no precinct structure plan had been prepared for the Warwick Activity Centre. It argued that approving one site in isolation could prejudice broader planning for the centre.
On 31 October 2024, the City said the council had endorsed an ePetition to the WA Legislative Council. The petition argued that approval without a precinct structure plan would be contrary to proper planning and sought support for cancelling any WAPC approval. It closed on 30 January 2025 and is no longer active.

The council’s position was not a general rejection of development. PerthNow reported Mayor Albert Jacob saying on 24 October 2024: “Joondalup is very pro development, Joondalup wants this kind of development and we want it in our city centre.” His comment framed the dispute as one about how redevelopment should be planned, rather than whether the city should grow.
Did the WAPC approve Warwick Quarter?
No. At its 4 December 2025 meeting, the WAPC refused the development application. Its reasons included the absence of a precinct structure plan or equivalent technical information, a failure to demonstrate cohesive and integrated redevelopment, inconsistency with orderly and proper planning, and the risk of prejudicing the Warwick Activity Centre’s overall development potential.

In its meeting minutes, the WAPC stated: “The application does not satisfy section 275(6)(a) of the Planning and Development Act 2005 as the proposal is inconsistent with the City of Joondalup Local Planning Scheme No. 3 (LPS 3) Centre zone, because a precinct structure plan, or equivalent technical information, has not been prepared to provide a basis for guiding future development of the Warwick activity centre.”
The minutes also record unresolved questions about the proposal’s integration with surrounding residential areas, local character, traffic and public transport impacts, drainage, water management and public open space. The State Design Review Panel did not support the proposal and recommended it be fully reconsidered.

How do the council recommendation and WAPC refusal differ?
The council’s 2024 recommendation was a position put to the state planning authority; it was not the final determination. The WAPC made the formal decision in December 2025, refusing the application on planning grounds that included the missing precinct-level planning framework.

What happens next?
The applicant sought a review of the WAPC refusal in the State Administrative Tribunal. The WAPC’s application listing identifies the matter as DR197/2025 and says the review outcome will be shared there. As of the listing check in 2026, no outcome or timetable was reported. The refusal therefore remains the recorded WAPC decision; the listing does not show that the proposal has been approved or that the refusal has been overturned.
What benefits were forecast for the proposal?
PerthNow’s 2024 report cited project-era estimates of $196 million in WA economic activity during construction, $4.7 million per year after completion, 1,715 forecast residents and $32.8 million in forecast retail expenditure. The report did not identify the original estimating organisation. These figures are reported forecasts, not independently verified results or benefits that have been realized.
