For anyone planning a verge project now, the key point is practical: the City says synthetic turf requires approval before installation. Its general hardstand limit is one-third of the verge, excluding the crossover and footpath, but other policy and site restrictions apply.
What sparked the 2015 dispute?
PerthNow reported on 7 February 2015 that Churchlands Green resident Mark Pavisich had been told to remove artificial turf from his verge. The City considered artificial turf on local government property without permission a breach of its requirements, according to the report. Pavisich said he had collected 130 signatures opposing the policy and had 21 days to remove turf that had cost him $1,500. He also said less than one-third of his verge was covered, but he was told he could keep either the turf or pavement, not both. These are details reported at the time and attributed to Pavisich and PerthNow, not current City guidance. PerthNow’s 2015 report
The report said the policy allowed artificial grass where it covered no more than one-third of the total verge area. It quoted City of Stirling manager Ron Spragg as saying Pavisich had been informed of the policy in February 2014, when he submitted plans to lay turf. Pavisich disputed that timing and said enforcement followed notification by another resident. The disagreement therefore concerned both how the rule applied to his verge and how enforcement began.
PerthNow quoted Pavisich saying: “I think it’s unfair that I’ve been penalised for attempting to beautify my verge when there are examples of verges dying off in the area that the council aren’t doing anything about.”

What enforcement figures did PerthNow report?
PerthNow said the City could forcibly remove materials or prosecute owners who did not comply, and reported a possible fine of up to $5,000 if prosecuted. It also reported 221 caution notices in the preceding year for non-permeable coverings and obstructions on verges, and that six individuals received a $250 modified penalty. Can you put synthetic turf on a City of Stirling verge now?
The City’s current streets and verges information says a verge treatment application and approval are required before work begins. Verge works must comply with the Verge Treatment Policy, the Thoroughfares and Public Places Local Law 2009, and the City’s verge treatment guidelines and specifications. Approval should be obtained before buying or installing turf.

How much hardstand is generally allowed?
The current Verge Treatment Policy classifies synthetic turf as a hardstand treatment. In general, hardstand may cover up to one-third of the verge area, excluding the crossover and footpath. This is a general limit, not automatic permission to install turf: other restrictions and site-specific assessment can affect an application. What else can affect an application?
The City’s guidelines say applications are assessed with regard to existing infrastructure and underground services, trees and their roots, effects on City operations, residents’ special needs and the road hierarchy. Synthetic turf may be allowed in some narrow verges under 1.5 metres wide or areas smaller than 10 square metres; these are possible circumstances for assessment, not a guarantee of approval. Conditions to check before proceeding
- Street trees: The policy sets a minimum distance between hardstand and street trees. Check the current policy for the applicable requirement and how it affects your site.
- Crossover: Crossovers must be delineated from hardstand treatments.
- Maintenance: Synthetic turf must be kept neat, level and weed-free.
- Use: Synthetic turf cannot be used as a parking treatment.
- Heritage status: Hardstand treatments are not permitted in a City of Stirling Heritage Protection Area.
The City’s formal streets and verges page provides the authoritative policy, guidelines and application information. Its On the Verge explainer also states the general one-third hardstand limit, excluding the crossover, and says the formal verge policy, guidelines and crossover policy are set for review. Check the current documents and application requirements before starting work, as those materials may change.
