The widely reported $18.5 million figure was an estimate issued with the initial concept in July 2025—not a final approved or funded price.
What is proposed between Scarborough and Trigg?
The proposal is for a coastal pedestrian route connecting the Scarborough and Trigg beach precincts. The City says it is intended to give pedestrians a route away from West Coast Highway traffic and reduce conflict with cyclists and other users of the busy shared path. How much is the boardwalk expected to cost?
The City put forward an estimated project cost of $18.5 million alongside the initial concept in July 2025. That is a concept-stage estimate, not a confirmed final price, an approved budget or evidence that the project is funded. The $500,000 figure sometimes mentioned in connection with the proposal is different: the City says that amount was allocated to investigate feasibility, including environmental assessment, economic work, design options and community consultation. What is the boardwalk’s current status?
On 25 November 2025, Council resolved to progress the proposal to the next phase. The City’s 28 November announcement described three intended tasks: prepare a 15% design informed by the concept and consultation feedback, progress environmental approvals with state agencies, and develop an external funding proposal. The City said an invitation for quotation for the design work would be advertised early in 2026. Its project page, last updated 31 August 2026, reports the consultation figures but does not confirm whether that procurement took place or give a later design, approvals or funding outcome. The available official information also does not establish a final price, a secured funding package, completed approvals, or construction and completion dates. What does the concept say about design and the reserve?
The initial concept depicts a slightly elevated boardwalk following a path through degraded vegetation. The City said the proposed route would maintain a buffer of at least 15 metres from the threatened ecological community identified in its material, use screw-pile foundations rather than concrete footings, and lie largely east of the mapped coastal erosion vulnerability line. These are features of an early concept and its intended mitigation approach; they do not demonstrate that environmental effects would be eliminated or that the design has approval. The project area includes South Trigg Beach Reserve, which the City describes as a Class A Reserve and Bush Forever Area. Its material also identifies Quindalup dunes and a threatened ecological community. Those designations make environmental assessment and approvals important, but do not automatically prohibit every path or boardwalk. The City’s next-phase announcement identified the Department of Biodiversity, Conservation and Attractions, the Department of Planning, Lands and Heritage, and the Department of Water and Environmental Regulation among the agencies involved in approval processes. What did the consultation find?
The City’s consultation ran from 30 July to 30 August 2025. Its project page reports 2,499 verified submissions: 70% supported the proposal and 30% objected. These percentages describe submitted responses, not a representative survey of all City residents or a unanimous mandate. In a 10 September 2025 release, Mayor Mark Irwin called the proposal “a safer, more scenic and more immersive option for our community, away from the noise and congestion along West Coast Highway.” That is the Mayor’s supportive assessment of the proposal, not a finding that the design has resolved safety or environmental concerns.
