How to stop a toilet from rocking with shims
For a new installation or a toilet reset, follow the instructions for your toilet and seal, as well as applicable local code. The sequence matters: position shims during the dry fit, keep them in place while setting the toilet onto the seal, and check for leaks before caulking.

- Dry-fit the toilet. Set the bowl in position without the seal and check whether the base sits level. Identify the gaps that need support and position the shims there. Oatey’s replacement guide advises using shims if the bowl is not level.
- Lift the toilet while leaving the shims positioned. Install the wax seal according to its instructions. Oatey’s wax-ring guide describes dry-fitting and shimming before removing the bowl to install the seal.
- Set the bowl onto the seal. Lower it into place without rocking it back and forth. Oatey recommends setting it down with a small twist and no rocking so the seal is not disturbed.
- Secure the toilet carefully. Tighten the mounting bolts enough to hold the bowl stable, following the toilet manufacturer’s instructions. Do not overtighten: excessive force can crack or damage the bowl.
- Check the seal before finishing. Test for leaks before caulking around the base. Once the toilet is stable and the seal has been checked, trim any shim material protruding beyond the base, if needed, using an appropriate tool.
When shims are not the solution
- The toilet still rocks: Reassess the fit and the installation instead of stacking wedges indefinitely. Persistent movement can point to a problem beyond an uneven floor.
- There is water at the base: Stop and diagnose the seal and flange. Shims do not make a failed seal watertight.
- The flange is damaged or incorrectly positioned: Address the flange as a separate plumbing repair. Oatey notes that a flange extender may be used when a flange is below the finished floor; that is not the same job as leveling the bowl with shims.
