The right outdoor plant cover depends on what you are protecting. For a garden bed facing a brief frost, use breathable row-cover fabric—often draped over hoops. For exposed evergreens, reduce drying winter wind with a burlap barrier and water the soil before it freezes. No single cover guarantees protection at every temperature or in every yard.
Choose a cover for the plant and the threat
Row covers are designed mainly for crops and low-growing plants facing frost or cold. Wind barriers for evergreen shrubs and trees address a different risk: winter desiccation, when foliage loses water faster than frozen or dry soil can replace it. Pick the cover based on the plant, expected weather, and whether you need temporary frost protection or a barrier against winter wind.
Row-cover fabric for garden beds and crops
Purpose-made row cover is a breathable, light-transmitting fabric. The University of Illinois Extension describes it as white fabric made from thin spun plastic fibers; different densities suit different uses. It allows air and moisture through as well as light, and can also help exclude insects. See Illinois Extension’s overview of row cover.
Heavy fabric: more cold protection, less light
The University of Minnesota Extension says its heaviest row-cover fabrics can protect plants against cold temperatures around 20°F. This is general guidance, not a guaranteed minimum for every fabric, plant, or site. Heavy covers block 40–50% of sunlight, so they can reduce light and retain too much heat when sunny weather returns. Follow the product’s instructions, and open or remove the cover as conditions warm. Medium fabric: a balance for light frost
UMN Extension says medium-weight row covers transmit 75–85% of available sunlight and can keep air and soil warmer while protecting against light frost. Vent or remove the cover when conditions become consistently warm, using the product directions to guide timing.
Light fabric: mainly for insect protection
Lightweight covers transmit more than 90% of available light, according to UMN Extension, and are primarily used for insect protection rather than substantial cold protection. Check the manufacturer’s stated frost protection instead of assuming that any fabric sold as a row cover is suitable for a freeze.

Use hoops, anchor the cover, and manage warm days
Draping fabric over hoops keeps it from pressing directly on plant tops and creates an insulating air gap. Christopher Enroth of Illinois Extension writes that hoops provide “extra insulative value and better frost protection.” Read his March 12, 2021 article on row cover for the full explanation.
- Choose hoops or a frame tall enough to keep fabric above the plant canopy.
- Secure the edges against wind; exposed or windy sites may call for a sturdier frame and anchoring.
- Check covered plants as weather changes. Heavy fabric and plastic can overheat plants in sun, so vent or remove them when appropriate and follow product instructions.
Penn State Extension gives a general range of 3 or 4°F of frost protection from row covers under suitable conditions. Still air and an air space beneath the cover matter, while wind reduces protection. Treat that figure as conditional guidance, not a promised result for a particular product or garden. Protect exposed evergreens from drying wind
For susceptible evergreens exposed to winter sun and wind, the goal may be to limit water loss rather than enclose the whole plant to trap heat. Water the soil adequately before it freezes. A burlap or similar wind barrier can help shield exposed sides; UMN Extension advises leaving the top open when surrounding a plant. Illinois Extension lists burlap, weed-barrier fabric, plastic, and snow fencing as possible wind barriers. The right setup depends on the plant and exposure; avoid treating a windbreak as interchangeable with a crop frost cover. Temporary household alternatives
For a brief frost, a milk-jug cloche, bedsheet, or leaves can serve as improvised protection, according to Illinois Extension’s Gardener’s Corner Spring 2020. A bedsheet does not transmit as much light as row-cover fabric. Plastic may be useful in colder weather, but it can trap excess heat on sunny days and may need venting. These are temporary alternatives, not a substitute for checking a cover’s fit and stated protection.

What to check before choosing a cover
- Purpose: Is this for a short frost over crops or for winter wind protection on an evergreen?
- Weight and stated protection: Match fabric weight and product specifications to the expected conditions; do not assume all row covers protect equally.
- Light transmission: Heavier fabric blocks more light and may need opening or removal on warm sunny days.
- Coverage and support: Check dimensions against the bed and plant height, and decide whether hoops or a frame are needed.
- Wind and anchoring: Make sure the cover and its supports can be secured at the site.
- Local conditions: Plant hardiness, exposure, wind, and changing daytime temperatures all affect how well a cover works.
