The best electric fence for predator control is the one designed for the animal and the site—not a universally “strongest” energizer or a headline fence-mile rating. Choose the layout, energizer, grounding, and conductors together, accounting for soil moisture, terrain, fence length, power supply, and local rules. A weak ground or vegetation touching live wires can undermine the entire system.

How do I choose an electric fence for predator control?

Start with the target predator and the conditions where the fence will operate. Montana State University’s predator guidance identifies target species, whether the fence is temporary or permanent, access, area, and local ordinances as planning factors. The University of Maine likewise notes that fence design must fit the particular situation rather than follow one universal plan: electric fence design guidance.

  • Predator and behavior: Decide what animal the fence must deter and where it is likely to approach, pass beneath, or climb over.
  • Fence dimensions and use: Establish the perimeter, wire count, and whether the installation is temporary or permanent.
  • Ground and weather: Consider soil moisture, rocky or dry ground, vegetation, and snow or ice exposure.
  • Power and access: Check whether mains power is available or the energizer must use battery or solar power; plan gates and other openings.
  • Upkeep and rules: Be realistic about voltage checks and vegetation clearing, and verify local requirements before installation.

These decisions determine the conductor arrangement and energizer requirements. Do not assume that guidance written for one predator applies unchanged to another.

What makes up a complete electric fence system?

An electric fence is a circuit, not just an energizer and a strand of wire. Texas A&M AgriLife Extension’s bear-fence guide identifies the primary components as an energizer, grounding system, conductors, posts, insulators, and a voltage meter. Depending on the design, the installation may also need insulated connections, gates, and warning signs.

#1 Best Overall
Gallagher Smart Fence 328ft 4-Strand Portable Electric Fence System
  • Portable Four-Wire Fence System | Creates up to 328 feet of four-wire electric fence using three lines of braided polywire and one line of highly conductive Turbo Braid. Includes ten integrated fence posts, and a multi-reel tensioning system. Installed fence height is approximately 35.5 inches.
  • Energizer Required | The Smart Fence 2 must be connected to a compatible fence energizer or an existing powered electric fence. An energizer and grounding equipment are not included and must be purchased separately.
  • Versatile and Safe Livestock Containment | Designed for temporary containment of cattle, sheep, goats, and horses that have been previously exposed to electric fencing. This lightweight system is not a rigid physical barrier - animals should be exposed to the Smart Fence inside a secure enclosure before relying on it as the sole method of containment.
  • Lightweight and Portable | Weighing approximately 16 pounds, the Smart Fence 2 combines posts, wires, and reels into one portable unit for convenient transport and storage. Its containment effectiveness comes from properly electrified wires rather than heavy structural strength.
  • Built to Perform Year-Round: While suitable for spring pasture setups and temporary animal containment, the Smart Fence 2 is durable enough for all-season use. Whether you're building out fencing for rotational grazing, dividing pastures, or responding to short-term fencing needs, it delivers flexible, field-ready performance that lasts.
  • Electric fence energizer: Delivers short pulses to the fence. Select one for the planned fence length, number of electrified wires, site conditions, soil, and target animal. Compare manufacturer specifications for stored and output energy; “miles of fence” alone does not capture all the factors affecting performance.
  • Grounding rods and clamps: Provide the return path for the electrical circuit. Install and size them according to the energizer instructions and application-specific guidance.
  • Wire or other conductors, posts, and insulators: Carry and support the fence’s live and, where needed, ground conductors without unwanted contact.
  • Electric fence voltage meter: Lets you check whether the fence is operating as intended. A meter is safer and more appropriate for testing than touching a conductor.
  • Warning signs and insulated connections: Use these where the layout and access conditions call for them, and make the fence visible to people who may approach.

Which wire layout and grounding approach should I use?

All-hot wires

In an all-hot design, the animal’s contact with a live wire and the ground completes the circuit through the animal and soil to the fence’s ground system. This depends on an effective grounding system and adequate soil conductivity. Texas A&M AgriLife describes all-hot fences as appropriate where soil remains moist; dry or rocky ground can make the return path less effective.

Ground-return wires

A ground-return layout alternates live and ground conductors. If an animal contacts both, the circuit does not rely as heavily on current passing through the soil. Texas A&M AgriLife recommends considering this approach where soil is often dry or rocky. The correct arrangement still depends on the predator, fence plan, and equipment instructions.

Keep the fence’s grounding system separate from a building’s electrical grounding system, utility grounds, and water pipes. Follow the energizer manufacturer’s grounding instructions and a guide for the particular application.

Bear-specific design figures are not universal specifications

For bear deterrence, Texas A&M AgriLife’s guide gives a recommended pulse rate of 45 to 60 pulses per minute and minimum energizer ratings of 0.7–1.0 stored joules or 0.5–0.7 output joules for developed areas. It also recommends 3 to 6 feet of grounding rod per joule of stored energy. These are bear-specific recommendations from that guide—not general sizing rules for every predator or site.

For bear exclusion, the same guide gives an example of at least five electrified wires, with the lowest wire 8 to 12 inches above ground and the top wire 36 to 42 inches high. It also discusses electric netting and electrified lines added to an existing fence. These figures describe bear-fence examples, not a universal layout. The guide’s publication date is not confirmed.

How should I select the energizer?

Size the energizer for the fence you intend to build, not just the area you hope to protect. University of Maine cautions that joule needs vary with fence length, the number of electrified wires, and the severity of conditions. Soil and layout matter too. First establish the conductor plan and total fence dimensions, then compare the manufacturer’s stored-energy and output ratings with that application’s guidance.

How do I install and maintain the fence safely?

  1. Plan the circuit: Set the fence route, wires, gates, grounding arrangement, and power source before installation. Check local rules and the energizer instructions.
  2. Install the grounding system: Use the application guidance and manufacturer specifications. Do not connect fence grounding rods to building electrical grounds, utility grounds, or water pipes.
  3. Build and connect the conductors: Use suitable posts, insulators, and insulated connections. Virginia Cooperative Extension’s May 12, 2025 energizer guide advises against a continuous-loop fence configuration because overlapping pulses can damage equipment.
  4. Make it visible and mark it: Use warning signs where visitors or children may approach, and ensure the fence can be seen.
  5. Measure and inspect: Texas A&M AgriLife recommends checking voltage weekly. Use a fence voltage meter, not your body, to test it.
  6. Clear and repair: Remove vegetation and branches that contact conductors, and repair poor splices. For solar or DC systems, maintain battery connections.
  7. Address openings: Electrify gates where practical so an unpowered gap does not become a weak point.

Texas A&M AgriLife warns against touching electrified wire with the head, neck, or spine; stepping over or climbing through a live fence; electrifying barbed wire; or using barbed wire as a ground-return conductor. Never touch both energizer terminals at once unless using an appropriate fence meter.
