The right choice depends on the home’s heating and cooling loads, ductwork, room-by-room airflow and local climate—not simply the number of floors. Start with a professional load calculation and an evaluation of the ducts, then compare a single system, zoning, separate systems or a heat pump against those findings.
Does a two-story home need a larger air conditioner?
Not automatically. Two floors alone do not determine the required capacity, and choosing equipment by floor count or a square-foot-per-ton shortcut can produce a poor fit. Oversized or undersized equipment may fail to deliver the comfort and humidity control the household expects.
Ask a qualified contractor to calculate the home’s heating and cooling loads using the home’s characteristics and local design conditions. ENERGY STAR advises homeowners to request Manual J sizing; ACCA’s Manual S addresses equipment selection using calculated loads, manufacturer performance data and design conditions. Relevant factors include climate, insulation, windows, sun exposure, ceiling height, layout and ductwork. ENERGY STAR’s heat-pump guidance and Carrier’s sizing guide also describe factors that affect sizing.
Why is the upstairs hotter than downstairs?
A warm upper floor can reflect more than the air conditioner’s capacity. Roof and outdoor heat exposure, windows, attic insulation, ceiling height and ductwork can all contribute. Carrier identifies these as possible sizing and comfort factors in its homeowner sizing guidance.

Before replacing equipment, ask the contractor to investigate the rooms that feel uncomfortable and assess whether the ducts can deliver the required airflow to both floors. A larger unit, zoning or a new thermostat alone is not a guaranteed fix; the appropriate response depends on the loads and distribution in the house.
Compare system configurations, not just air-conditioner ratings
These are possible approaches, not a universal ranking. The best fit depends on the home’s calculated loads, existing ducts, layout and comfort goals.

A ducted air-source heat pump connects to conventional forced-air ductwork; a mini-split can be an option where ductwork is absent or difficult to install, according to ENERGY STAR. Compare a heat pump with central AC when heating is part of the decision, not just cooling.
What does proper zoning require?
Floor zones can offer separate controls, but a zoning system is more than a second thermostat and motorized dampers. When one floor’s dampers close, the system still needs a safe, properly designed way to manage airflow. ACCA’s Manual Zr covers zone-system design, dampers, bypass paths, excess-air management, blower airflow and retrofit evaluation.

Ask the contractor how the equipment will maintain required airflow and manage discharge conditions when only one floor calls for heating or cooling. ACCA’s announcement on its residential zoning requirements quotes John Sedine, chair of its Manual Zr Advisory Committee: “Excess air in zoned systems harms equipment, causes uneven building temperatures, and creates unhappy customers.” ACCA’s zoning announcement explains why airflow planning matters.

Efficiency is important, but a rating by itself does not predict comfort or a particular household’s operating cost. DOE/FEMP says ENERGY STAR efficiency levels for residential central AC vary by the Southeast, Southwest and Northern regions. Check the current qualified-model criteria for the installation region and confirm matched equipment using current AHRI information; compare that evidence alongside load calculations, duct performance and the proposed configuration. For scale, DOE/FEMP’s December 2024 guide presents a Southeast scenario in 2023 dollars and assumes an 18-year lifetime. Under those assumptions, it estimates $1,853 in savings for an ENERGY STAR-qualified central AC versus its less-efficient comparison model if the purchase premium is no more than that amount, and savings of up to $6,724 for its “best available” example. The scenario lists annual electricity use of 9,159 kWh for the less-efficient model, 8,074 kWh for the ENERGY STAR model and 5,222 kWh for the best-available model. These are guide estimates, not current quotes, guaranteed savings or a forecast for every home or climate.
What to request in contractor proposals
Ask each contractor to document the design basis so you can compare proposals on the same questions:

- For zoning, how airflow and discharge conditions are managed when only one floor’s dampers are open.
- The current qualified efficiency level applicable to your region and, if heating matters, whether a ducted heat pump fits the home’s needs.
- System configuration, load assumptions, duct work, controls, commissioning, installed cost and locally available warranty and service coverage.
A construction or HVAC professional should evaluate the house before equipment is selected. ACCA identifies Manual Zr as a design resource for residential zoning and retrofit evaluation; it is not a substitute for a project-specific professional design.
