The Metro Outer Development Assessment Panel approved the proposed Banksia Grove Village redevelopment in April 2025, according to PerthNow. The application describes an estimated $22 million, three-stage project at 1001 Joondalup Drive, but neither a construction start date nor an opening date is established in the available reports.
What the approved redevelopment proposes
The application, prepared by Element Advisory with i2C Architects for ISPT Pty Ltd and WallacePM, proposes a pedestrian-focused promenade and plaza with six tenancies intended for alfresco dining and specialty retail. Other proposed uses include a tavern, a drive-through liquor store, three fast-food outlets and a swim school.
The plans also include additional parking, shade structures, landscaping and public-realm improvements, a children’s playground in the north-eastern corner, and a new vehicle access and egress point from Ghost Gum Boulevard. PerthNow reported that the plan adds 81 parking spaces, taking the centre’s total to 498.
The application estimates the project cost at $22 million. It envisions delivery in three stages according to market demand; that is a staging concept, not a published construction timetable.

What the panel decision and consultation record show
PerthNow reported on 19 April 2025 that the Metro Outer Development Assessment Panel had approved the application the previous week. The proposal received 367 submissions during consultation: 329 supported it, 28 objected and 10 provided comments.
Reported concerns included potential antisocial behaviour and crime linked to the tavern, traffic growth, whether parking would be sufficient, and alternative uses for the site. PerthNow quoted panel presiding member Karen Hyde describing “overwhelming support through the submissions received from the community.” The submission tally records consultation responses; it does not remove the objections or establish that every concern was resolved in the decision.

Reported tavern conditions and access considerations
PerthNow reported that, before a building permit could be issued, the City of Wanneroo would need to approve an operational management plan for the proposed tavern. The plan was reported to cover noise, rubbish disposal, deliveries, security, complaint management and patron control. Unless otherwise agreed with the City, the reported operating hours were 10 a.m. to midnight. PerthNow also reported a proposed patron capacity of 750.
These are details reported in the approval coverage; the formal determination is the record to consult for the operative legal conditions. The panel was also reported to have acknowledged limited pedestrian access from the east and recommended a connection from the corner of Ghost Gum Boulevard and Joondalup Drive. The plans include a new northern vehicle access point from Ghost Gum Boulevard.

The available reports do not establish whether construction has begun, when any stage will be completed, or which businesses have committed to lease space. Proposed venue types should not be read as confirmed operators, and the estimated project cost is not a report of actual expenditure.
The site is Lot 3801 (No. 1001) Joondalup Drive in Banksia Grove. PerthNow places it about 27 kilometres north of Perth CBD and describes the centre as serving Banksia Grove, Carramar and Tapping.
