The City of Stirling Council voted on 25 November 2025 to advance the proposed Scarborough–Trigg coastal boardwalk into further feasibility and design work. That is a green light for the next planning phase—not approval to build. The City’s latest project information still describes the proposal as a feasibility study, and no construction start date or secured construction funding is established in the available sources.
What did Council approve?
Council resolved to progress the proposal to a next phase, which the City says includes preparing a 15 percent design, continuing agency engagement and approval processes, and developing a business case to support funding advocacy. The City’s 28 November 2025 announcement describes work that remains ahead; it does not announce construction approval.
PerthNow reported that the resolution passed 8–5. That vote concerns whether to progress further study and design, not whether to award a construction contract or begin work. The City’s project page, last updated 31 August 2026, continues to describe the work as assessing feasibility. The City’s 2026–2030 Corporate Business Plan lists a 15 percent design milestone in 2026/27 while describing the project as exploring feasibility.
Where would the proposed boardwalk go, and what is it meant to do?
The concept is a coastal walking route linking Scarborough and Trigg beaches through South Trigg Beach Reserve. The City’s stated aims are to improve pedestrian connectivity and safety with a dedicated route away from traffic, create a visitor experience connecting people with culture and nature, and minimise environmental effects through sensitive design and restoration.

Those are project aims, not confirmed outcomes. The design and feasibility work will need to establish whether they can be achieved within the reserve and under applicable planning and environmental requirements.
What work and approvals remain?
The City says the feasibility study included preliminary investigations, concept feasibility and community consultation. Its next phase is expected to refine the design, continue approval processes and develop a business case based on refined design and economic analysis. The City identifies the Department of Biodiversity, Conservation and Attractions, the Department of Planning, Lands and Heritage, the Department of Water and Environmental Regulation, and other relevant agencies as part of its ongoing engagement.

The proposed route sits in the South Trigg Beach Class A Reserve and Bush Forever setting. The City’s project page says planning must also take account of its Coastal Hazard and Risk Management Adaptation Plan, the Trigg Bushland Reserve Management Plan, and relevant State and Federal approvals. These considerations are part of the work still to be done; the available City information does not say they have been cleared.

The sources do not establish a final construction budget or secured funding. The planned business case is intended to support funding advocacy; it is not evidence that construction funding has been obtained.
What has the community said?
The City’s project page records consultation on the design concepts from 30 July to 30 August 2025. A City committee agenda says a petition opposing the proposal, bearing 1,695 unverified signatures, was tabled at the Council meeting on 9 September 2025. That figure is attributed to the agenda and does not establish the views of the whole community.

The proposal has been considered before. The City’s committee agenda says earlier proposals were considered in 2005 and 2013 but were not progressed after consultation at the time. Renewed interest led to Notices of Motion in 2021 and 2023, followed by the City’s 2024–25 allocation for a feasibility study.

The next stated milestone is a 15 percent design in 2026/27, as listed in the City’s Corporate Business Plan 2026–2030. Design development, agency engagement, approvals and a business case are still part of the stated next phase. The available City information does not confirm a construction start date, a final construction budget or secured construction funding, so a build timeline cannot yet be stated.

When design alternatives and costings are published, useful points for comparing them will include route and access, environmental footprint, pedestrian safety and accessibility, capital and ongoing maintenance costs, approval requirements, and funding. The sources currently available do not establish settled alternatives with comparable costs and impacts.
