Wanneroo seeks eastward relocation or undergrounding of planned 132 kV power line

The City of Wanneroo is seeking a farther-east route or undergrounding for Western Power’s planned 23 km transmission line. The final alignment, construction form, cost and schedule remain unresolved in the cited material.

The City of Wanneroo is asking Western Power to move a planned overhead transmission line farther east or put it underground. The proposed dual-circuit 132 kV line is part of Clean Energy Link North and is described by the Environmental Protection Authority (EPA) as approximately 23 km long. The City says the current corridor could run through future East Wanneroo neighbourhoods and its planned town centre. Neither a route change nor undergrounding has been approved in the cited material.

What is planned?

Western Power’s project is a dual-circuit 132 kV transmission line connecting Neerabup Terminal with the existing line at Ocean Reef Road and Wanneroo Road in Woodvale. The EPA’s 2026 project description gives the line’s length as approximately 23 km, with 171 pole foundations and a 75.71 ha development envelope. Those figures describe the EPA project, not a confirmed final construction footprint.

The line forms part of Clean Energy Link North. Western Power says it is intended to support grid capacity and renewable-energy integration. Its planned form is overhead; undergrounding is an alternative the City has asked decision-makers to consider, not a confirmed project design.

Why does Wanneroo want the route changed?

The City says the proposed corridor could pass through future East Wanneroo urban neighbourhoods and the planned town centre, as well as existing residential communities. At a council forum, Mayor Linda Aitken said: “We got a bit of a shock when we found out at council forum about the proposed overhead 132kV transmission line in the future, was going to be put through the middle of the future urbanisation of East Wanneroo and on existing residential communities in the city.” PerthNow reported on 5 December 2025 that councillors voted unanimously to authorise Aitken to write to Western Power and the Energy Minister seeking a route farther east or undergrounding.

In EPA stakeholder records, the City preferred a corridor along the planned Whiteman–Yanchep Highway, saying it would avoid the future East Wanneroo town centre. The City also questioned why the line could not be underground. This is the City’s preferred direction; the cited records do not show it being adopted as the final route.

Where would the line run, and what is being proposed instead?

The EPA describes the project between Neerabup Terminal and the existing line at Ocean Reef Road/Wanneroo Road in Woodvale. The City’s objections focus on the section it says would affect East Wanneroo and residential areas. PerthNow described the line as 24 km, a rounded figure; the EPA’s project description is approximately 23 km. The figures should not be treated as evidence of two separate projects.

Option What the cited material establishes
Current proposal Overhead dual-circuit 132 kV line. The City identifies the current corridor as a concern for future East Wanneroo development and existing residential communities.
Farther-east route The City has asked for relocation farther east and preferred the proposed Whiteman–Yanchep Highway corridor in EPA stakeholder records. No approval of this alternative is documented.
Underground line The City has asked why undergrounding is not possible and sought it as an alternative. The cited material does not establish that Western Power has agreed to underground the line.

Western Power says it refined the proposed routes and designs with the Cities of Wanneroo and Joondalup, the Department of Planning, Lands and Heritage and other State Government agencies. It says the route was planned to use road reserves and Crown land where possible, minimise community and environmental impacts, and align with long-term plans. Western Power’s position explains its route-planning approach; it does not resolve the City’s concern about the future town centre or establish that the two sides agree on the preferred corridor.

What concerns have residents raised?

A petition recorded in Western Australian parliamentary Hansard on 10 March 2026 had 287 signatures opposing the planned lines through Gnangara residential areas. It raised concerns about proximity to homes, consultation, property values, a 20 m buffer and noise in wet weather. PerthNow’s 2025 account described the buffer as 10 m on each side, according to Western Power’s account.

These are concerns raised by residents and petitioners, not findings that the line has caused measured property-value, health or safety effects. The cited material also does not quantify likely noise levels or specify how any individual property would be affected.

What could the decision mean for homes and future development?

For East Wanneroo planning, the core issue is whether a long-term electricity corridor would occupy or constrain land intended for neighbourhoods and the town centre. A change in alignment could alter where the corridor interfaces with future development; undergrounding would change the construction form. The cited material does not provide a settled alternative route, underground design, cost comparison, or property-by-property impact assessment, so it cannot establish the effect on a particular home or development parcel.

For construction and infrastructure planning, route, form, approvals and delivery timing are linked questions. An overhead line, an underground line and a route using a different corridor would have different land and construction requirements. But the available project descriptions do not give a comparative construction programme or cost, and no final decision is recorded. Builders, landowners and prospective residents should therefore treat the alignment and delivery details as unresolved rather than assume either the current corridor or a proposed alternative is final.

What happens next, and is the line being moved?

The council’s December 2025 vote authorised the Mayor to make representations; it was not an approval to alter the project. Western Power’s consultation and route-refinement statements, and the City’s request for relocation or undergrounding, document opposing positions but not a final determination. In a parliamentary answer, the State recorded stakeholder engagement, including with Wanneroo, since 2014, with more extensive engagement since July 2025.

PerthNow reported in December 2025 that construction was planned to begin in early 2026 and finish in 2027. The cited sources do not confirm whether that schedule was met or revised by 1 October 2026. They also do not settle the final route, whether the line will remain overhead, the cost of any alternative, or the project schedule.
