The University of Oxford has selected six contractor entries for each of two lots in its Oxford Inspire Framework for Construction Services. The lots cover projects from £500,000 through to those above £15 million. Because Morgan Sindall appears in both lots in trade reporting, the 12 entries represent 11 distinct firms. Oxford’s own page labels the company “MSCI,” a discrepancy that has not been reconciled in the published material.
What the Oxford Inspire Framework is
Oxford introduced the framework in October 2026 as a competitively tendered, pre-approved panel for construction services. It is a procurement route for projects in the University’s capital programme, not a single building contract or a guarantee that every appointed firm will receive work. The University describes it as a long-term strategic partnership supporting estate renewal, expansion and decarbonisation. Oxford’s framework page sets out the purpose and published appointment list.
The stated scope ranges from refurbishment and infrastructure upgrades to academic, research and operational facilities. Oxford says it intends to involve contractors early in project development so they can help shape solutions and manage risk. The University also cites programme certainty, value, continuous improvement and a collaborative digital environment for sharing project information and managing cost, programme and risk. These are the intended delivery approach, not reported performance results.
The two project-value lots and appointed firms

The official Oxford list prints “MSCI” in both lots. Construction Enquirer’s 7 October 2026 report identifies those entries as Morgan Sindall. On that trade-report naming, Morgan Sindall is the shared appointment, making 11 distinct firms across the 12 lot entries. The discrepancy between the University’s label and the trade report should remain explicit unless Oxford or a formal award document clarifies it.

What the framework’s £1.6 billion figure means
Galliford Try said its Lot 2 framework appointment has a ceiling of up to £1.6 billion over eight years. That is the stated maximum framework value, not a guaranteed spend, a commitment to deliver £1.6 billion of projects, or revenue promised to Galliford Try. The company announcement confirms its Lot 2 appointment and gives the figure as the framework’s value. Galliford Try’s announcement, distributed through RNS via Investegate, was published on 7 October 2026.

The published information identifies the value bands, contractor entries and reserves, but does not explain how Oxford will make individual project call-offs, whether further competition will be used, how work will be divided among firms, or which projects will go to which contractors. Appointment to the panel therefore should not be read as an individual project award or as evidence of a guaranteed pipeline.

Bill Hocking, chief executive of Galliford Try, said the company was “delighted to be appointed to the Oxford Inspire framework” and looked forward to delivering for staff and students across the University’s estate. Oxford says it plans further Inspire frameworks for other estate-management areas involving contractors and consultants.
