The London Assembly’s Planning and Regeneration Committee held a scrutiny session on 8 July 2026 about whether upward extensions could contribute to London’s housing needs. The accessible official announcement and investigation page do not confirm that the Assembly formally called for a rooftop-extension “pattern book.” What they do establish is a debate about how design guidance, planning rules and local character might shape roof additions.
What the Assembly considered
An Assembly announcement dated 7 July 2026 said the committee would hear from planners, a sustainability engineer, Historic England, Create Streets, officers from Tower Hamlets and Haringey, Populo Living and Apex Airspace Development. The investigation focused on the potential contribution of upward extensions and the barriers to delivering them. This was a scrutiny hearing, not an adopted policy or a planning permission. The Assembly’s published questions include how far mansards and other upward extensions could help address London’s housing shortage, and what is preventing wider adoption. Its listed issues include national planning policy, local design codes, conservation areas, and whether an extension creates an independent home or adds space to an existing one. The available pages do not establish that the committee adopted a recommendation for a pattern book.
How much housing could rooftop development add?
The Assembly investigation page reports an estimate of up to 180,000 potential homes from residential rooftop development, based on estimates from 2018. That figure is potential capacity—not a count of approved schemes, completed homes or guaranteed future supply. The accessible Assembly summary does not name the original estimator. The housing benefit also depends on what an extension delivers. A project can create one or more self-contained homes, or enlarge the home below; the latter adds living space but does not add a separate dwelling. Any estimate of new housing should distinguish these outcomes.
What local guidance examples show
Haringey: guidance and a reported total
The Assembly says Haringey introduced its “House extensions in South Tottenham” supplementary planning document in 2013, and that at least 200 extensions have been carried out since. The summary does not say that every one was a rooftop extension, so the figure should not be treated as a count of new rooftop homes. London Assembly investigation

Tower Hamlets: mansard guidance, but no published before-and-after count
According to the Assembly, Tower Hamlets adopted mansard design guidelines in five conservation areas in 2017. The page says annual mansard applications and approvals increased “dramatically” afterward, but gives no numerical before-and-after figures. It therefore supports an example of guidance being used locally, not a measurable claim about how many extra homes the guidelines produced. London Assembly investigation
The Greater London Authority’s Small Site Design Codes guidance, issued in 2023, is another relevant planning context: the Assembly describes it as guidance for preparing area-wide housing design codes for different character types. What a rooftop-extension pattern book could—and could not—do
If boroughs develop pattern-book or design-code guidance for roof additions, its practical role would be to help explain which forms may suit particular streets and buildings. It could give applicants and decision-makers a shared design reference, but it would not by itself establish that a structure can carry an extension, guarantee planning approval, or replace the rules applying to a site.

- Housing outcome: Does the proposal create self-contained homes, enlarge existing homes, or combine both?
- Planning route: Are permitted development rights available, or does the site require a full planning application?
- Design fit: Does the addition work with the individual building, the terrace and the wider roofline, including any heritage character?
- Delivery feasibility: Can the building support the added load, and can services, access and construction impacts be managed? The Assembly’s accessible pages do not report technical findings on these matters.
Create Streets describes a mansard as a double-pitch roof that can provide usable living space over nearly the entire area of a building. It argues that this form can suit some historic terraced streets; that is the organisation’s view, not an official Assembly finding. The Assembly’s announcement, citing Create Streets’ 2024 publication, describes mansard extensions as a common streetscape feature that can increase living space with “very little visual burden.” That is an attributed institutional description, not a conclusion that every mansard will be visually unobtrusive. Conservation-area designation is not an automatic ban on roof extensions. It does mean proposals must respond to the area’s character, including historic streetscapes, rooflines and architectural details. The Assembly says Article 4 Directions typically remove permitted development rights; in some parts of Islington, even standard loft conversions and mansards usually require a full planning application. Before relying on permitted development, an owner or project team should check the site’s planning history, local restrictions and any applicable Article 4 Direction with the relevant borough. A design guide can inform what may be acceptable, but it does not remove a requirement to obtain permission.
What national planning policy says—and why the version matters
The Assembly’s 7 July 2026 announcement referred to paragraph 125(e) of the 2024 National Planning Policy Framework, describing it as encouraging use of airspace above existing residential and commercial premises for new homes under particular conditions. The government subsequently published a later NPPF version on 17 August 2026 and updated it on 29 September 2026. Because the later framework postdates the Assembly announcement, readers should consult the current text rather than assume that the earlier paragraph number or wording still applies. What this means for London’s housing debate
Rooftop additions may offer a way to use existing urban land, but the potential is not the same as delivered housing. Whether an upward extension contributes a new home depends on its form and use, the planning controls on the site, its design relationship to the street and whether it can be built safely and practically. The Assembly hearing put those trade-offs under scrutiny; the accessible official material does not confirm a formal call for a pattern book.
