The board approved a construction disbursement of $687,352.18, according to the same report. That figure is a project payment, not the total cost or budget for the judicial center. The board also considered change orders involving termite treatment, removal of gun lockers, added fencing and a gate, and curtain wall work.
Is the courthouse on schedule?
The latest located progress report says the project was behind schedule because of rain, but provides no revised completion date. The Kentucky Court of Justice project page gives an anticipated completion year of 2028. That is the current public estimate located here, not a guarantee of a particular opening date. Earlier schedule statements should be read in their original context. In April, Barrenside reported substantial completion was then set for April 17, 2028, subject to potential change orders. In June, project manager Dick Doty said a wall repair was not expected to affect a listed June 26, 2028 completion date. Both statements preceded the September report of rain delays, so neither confirms the schedule after that update.
What is being built in Glasgow?
The planned judicial center is a three-story facility for Barren County circuit and district court, the circuit court clerk’s office, and statewide programs. The Kentucky General Assembly authorized the project in 2020, and construction is underway. The Court of Justice identifies Silling Architects and Integrity Architecture for design, Alliance as general contractor, American Engineers as engineering firm, and Baird as financial advisor. Construction milestones and reported issues
April: moving from foundation work toward vertical construction
In an April 30, 2026 report, Barrenside said exterior footings were about 95% complete and interior footings about 80% complete. Those are dated April progress estimates, not a description of the site’s current status. Alliance Corporation executive vice president Tim Geegan described the transition from below-ground foundation work to vertical construction: “We’re going to start coming up now.” The same report quoted Kentucky Administrative Office of the Courts capital construction manager Jerry Combs saying the April 17, 2028 substantial completion date was “pending, you know, if they have some change orders that push those dates.” Barrenside’s April 30 construction update
June: a repaired wall and smaller coordination changes
A June report said a 20-to-25-foot section of concrete wall failed during construction and took about three weeks to remedy. Project manager Dick Doty described it as the only major construction issue at that point and said the repair was not expected to change the listed June 26, 2028 completion date. The report also described a need to secure certain door frames quickly after hardware specifications changed, and an approximately $600 increase associated with additional circuits at the generator dock. Funding and project oversight
