Other prominent efforts are at different stages: MacArthur Center is closed and moving through site preparation and planning, the I-264 Reconnecting Communities effort remains a study, and new public facilities have later opening targets. These projects have different owners, schedules and effects; there is no single schedule or citywide construction budget that covers them all.
Projects with construction underway
NEON District streetscape: Granby Street utilities and surface work
Norfolk’s August 2026 update said water and sewer installation in Granby Street’s 700 block was complete, with stormwater work next between Olney Road and Brambleton Avenue. The broader project includes rebuilding roads, sidewalks and curbs; adding ADA ramps, crosswalks, signals and pedestrian buttons; replacing utilities; and installing drainage, biofiltration, streetlights, trees, planters, seating and electric-vehicle charging. The City listed the project investment as $10.6 million; that is a published project figure, not confirmation of a final out-turn cost.
Work affects access along Granby and at connecting streets. The City described a partial closure at Olney Road beginning as early as August 6, 2026, while maintaining access to businesses and residences. That is a dated traffic arrangement, not a guarantee of the current setup; check the City’s latest notice before traveling or visiting a business in the work area.
Kindred / St. Paul’s: housing and neighborhood infrastructure
Kindred is a multiyear development combining housing with infrastructure work. Norfolk lists 714 on-site homes: 260 with direct rental assistance, 238 affordable units that accept Section 8 vouchers, and 216 market-rate apartments. Separately, the project includes 70 off-site units with direct rental assistance and vouchers for 288 additional households. Those off-site homes and vouchers are not part of the 714 on-site unit count.

The City’s published schedule places infrastructure work in 2022–2027 and housing construction in 2022–2028. The housing pathways differ, so the development is not simply a single block of uniformly priced apartments. People seeking a unit should use the project’s current housing and application information rather than assume that every unit has the same eligibility rules or availability.
HREL Norfolk Segment 1A: express-lane and bridge work
The Virginia Department of Transportation (VDOT) is building part-time express lanes in both directions between Tidewater Drive and Patrol Road. The work includes shoulder rehabilitation, spot widening, signs and tolling equipment, noise walls and bridge work. VDOT’s September 25, 2026 project information gives an estimated cost of $197.6 million and estimates completion in fall 2026. That is an agency estimate; VDOT notes that weather and schedule conditions can change the work.

Lane shifts, ramp changes and bridge construction can affect trips through the corridor. Because express lanes are part-time, drivers should check the current operating and traffic information rather than infer that the lanes are always open or available on the same terms.
Hampton Roads Bridge-Tunnel Expansion: regional I-64 construction
The HRBT Expansion is a regional VDOT project, not a Norfolk-only construction job. Its nearly 10-mile I-64 corridor includes twin, two-lane bored tunnels under the harbor and widening of sections of the highway. VDOT describes it as Virginia’s largest highway construction project. The agency’s project page, updated September 28, 2026, reports a $3.9 billion project cost. The overview reviewed for this article does not establish a completion date, so no finish year is stated here.

Construction affects travel across the Hampton–Norfolk corridor, including people using I-64 to reach or pass through Norfolk. Check VDOT’s current traffic notices for lane closures and route changes; the project overview alone does not provide a dependable day-by-day travel schedule.
Downtown redevelopment and planning
MacArthur Center: closed mall, redevelopment still in preparation and planning
MacArthur Center closed on June 27, 2026. Norfolk’s stated vision is a mixed-use district with market-rate housing, hotel rooms, street-level retail, new streets and open space. The City’s redevelopment timeline lists a 2030 opening milestone. Treat that as a target, not a guaranteed completion date: the published status is site preparation and phased planning, which is distinct from a report that the full redevelopment is under construction.

The change is consequential for downtown, but the stated mix describes an intended project rather than completed housing, hotel or retail space. The City has not established in the cited timeline that all components will open at once.
I-264 Reconnecting Communities: alternatives are still being studied
Norfolk is evaluating possible configurations for the I-264 “spaghetti bowl” around downtown, Harbor Park and Norfolk State University. The work includes traffic studies, engineering, cost estimates, permitting analysis and community engagement. The project page listed Phase I engagement for fall 2025 through summer 2026 and Phase II as to be determined. That listed engagement window has passed, but the reviewed information does not establish a final interchange design or a construction schedule.

The City’s published scope includes community engagement; a selected design, project cost and construction start are not established in the information cited here.

Maury High School: campus milestones extend through 2028
Norfolk’s FY2025 Citizen-Centric Report schedules Maury High School fields for fall 2026 and the full campus opening for fall 2028. These are published plans, not assurances that either milestone cannot change. The fields milestone is earlier than the full campus opening, so the two dates refer to different parts of the project.
Fitness & Wellness Center: planned opening in fall 2027
The same City report lists a $69.6 million Fitness & Wellness Center, with an opening planned for fall 2027. The facility is intended to combine recreation, aquatics, fitness and library services. The report does not provide a more detailed construction schedule here, so the opening date should be read as the City’s stated target.
Coastal Storm Risk Management: a citywide resilience program
Norfolk describes Coastal Storm Risk Management as a citywide effort, with Phase 1A serving as a first step. The FY2025 report says the City secured more than $1.7 billion in federal funding and leveraged $74.6 million in state support for its coastal resilience effort. These are report figures for the broader resilience effort, not a construction budget for one neighborhood or a schedule for every project phase. The report discusses engineered and nature-based resilience approaches but does not provide a comprehensive current timeline.
How to read the project list
- Construction underway: NEON streetscape, Kindred, HREL Norfolk Segment 1A and the HRBT Expansion.
- Planning or site preparation: MacArthur Center redevelopment and the I-264 Reconnecting Communities study. Neither should be described as a fully defined construction project with a confirmed start and finish.
- Planned facility milestones: Maury High School and the Fitness & Wellness Center have future dates in the City’s FY2025 report.
- Different owners and geographies: City projects and VDOT’s regional highway work do not share one funding source, schedule or service area. Project costs above are reported figures from their respective agencies and should not be added together as a single Norfolk construction total.
Dates and traffic controls can change. For a specific trip, housing application or facility milestone, consult the responsible City or VDOT project page for its latest notice.
