How to verify an ROC case
Check the contractor search, but treat it as a snapshot
The ROC’s contractor-search disclaimer says its displayed data is accurate to the agency’s best knowledge at the time it is extracted and may change daily. It also warns that the search does not include all public sanctions or disciplinary information. The agency says complete complaint documentation and additional public records may require contacting or visiting the ROC. ROC Contractor Search
The search page’s displayed data was stated as current as of 2026-06-02. That date applies to the displayed snapshot, not to every record the agency may hold.

Ask the ROC for a case-specific status
The ROC FAQ says people asking about a complaint’s status should call the agency with the case number. It also describes how to request public records. A case-specific record or direct agency confirmation identifying the entity and status is the evidence needed to substantiate whether an investigation exists and what that term means in the record. How ROC complaint deadlines work
The ROC’s complaint guidance sets different filing periods for certain complaints against licensed contractors. These are general instructions, not findings about Holtzman; consult the current ROC guidance for the facts and deadlines that apply to a particular project. ROC complaint guidance

- Remodel or repairs: The page says the period is two years from the date work was last performed.
The ROC describes online complaint submission and says a submitted complaint is assigned to an investigator. Assignment after submission is part of the general process; it does not establish that a complaint or investigation exists in any named contractor’s case.
What a citation would—and would not—show
The ROC FAQ says that when the agency issues a formal citation, the contractor has 15 calendar days to answer. That is general process information, not evidence that a citation was issued to Holtzman Construction. The sources available here do not establish a Holtzman-specific citation or investigation.
