An October 6 report says a land-development construction-plan permit was filed with the City on October 5; the reporter said the permit details were not yet available. A filing is not an issued permit or proof that construction has started.
What is the project’s current status?
Charlotte City Council approved Rezoning Petition 2026-037 on September 21, 2026. The petition, filed by Historical Excelsior Inc., concerns about 0.88 acres. The City’s rezoning page also displayed “Pending” fields, but the dated Council action record documents the approval vote. That vote and the reported permit filing are separate milestones: neither establishes that construction has begun.
The October 6 report describes construction as a possibility during 2026. Because permit details were not available to the reporter, the filing’s scope, conditions and status beyond filing are not established in the available reporting. No confirmed construction start date is reported.
What is planned for the site?
The proposed $8.3 million redevelopment is intended to recall the Excelsior Club’s legacy in a new building. Plans describe an indoor live-performance venue, nightclub, restaurant, bar and community center. The latest report also mentions rooftop seating and free meeting space for local nonprofits, West Charlotte High School and Johnson C. Smith University. These are proposed uses, not completed facilities.

How is the redevelopment funded?
The City of Charlotte says the city and Mecklenburg County each committed $1.5 million toward the $8.3 million project. The remaining $5.3 million was expected to come from private and philanthropic support. The October report separately says developers were contributing $2.3 million specifically for restaurant operations and notes a $300,000 funding gap identified in June. The restaurant contribution is not an additional public grant.
What happened to the historic Excelsior Club?
Jimmie and Minnie McKee founded the club in 1944. The City describes it as an influential African American social and political institution in the Southeast and says it appeared in the Green Book. It hosted prominent musicians and public figures, closed in 2016 and remained vacant. The original building was demolished in July 2026, according to the October report.

The Club received historic-property designation on March 17, 1986, according to County legislation. That designation does not mean the original structure remains: the current proposal is a redevelopment meant to evoke or replicate the historic club, not preservation of the demolished building.

In a November 6, 2025 City announcement, Charlotte City Council Member Malcolm Graham said: “This project is about more than restoring a building. It’s about supporting Beatties Ford and connecting with the incredible momentum happening here. It shows, in a very visible way, that change is coming.”
