Canada’s proposed West Coast Oil Pipeline—also called Pacific Link in federal communications—would carry crude from Bruderheim, Alberta, to a deepwater port near Delta, British Columbia. The federal government has set September 2027 as a target for starting construction, but that is not a confirmed start date: the project’s national-interest listing is a review milestone, not proof that all approvals and conditions are complete.
What is the proposed pipeline?
The West Coast Oil Pipeline is a proposed crude-oil transportation project. The Government of Canada describes it as capable of carrying one million barrels per day through a pipeline up to approximately 1,250 kilometres long. These are project-description figures, not operating results. The federal project page identifies the route endpoints as Bruderheim, Alberta, and a deepwater port near Delta, British Columbia.
The project description includes more than the pipeline itself. Its planned components include a receipt tank terminal in Bruderheim, power interconnection and transmission, approximately 11 pump stations, a delivery terminal and offshore marine loading infrastructure designed for very large crude carrier vessels. The October 1, 2026 federal order describes major components associated with the project.
Is a September 2027 construction start confirmed?
No. Natural Resources Canada said on October 2, 2026, that the government was moving toward a September 2027 construction start. Minister of Energy and Natural Resources Tim Hodgson said: “As we move toward shovels in the ground on Pacific Link by September 2027, I look forward to showing Canadians and the world once again what British Columbia and Canada do best as a responsible energy superpower.” That statement communicates a government target; it does not establish that construction will begin on that date regardless of review outcomes. Natural Resources Canada’s October 2 release gives the target and quotation.

A separate milestone did occur: on October 1, 2026, Canada listed the project as a project of national interest under Schedule 1 of the Building Canada Act, following its referral to the Major Projects Office on July 2 and subsequent review and consultation. The listing establishes a federal review pathway intended to produce a conditions document. It does not mean every approval or condition has been settled, or that construction has started. Where would it go, and how precise is the route information?
The publicly described endpoints are Bruderheim, Alberta, and a deepwater port near Delta, British Columbia. Federal summaries give a maximum approximate length of 1,250 kilometres, but they do not establish a final parcel-level alignment or a complete list of affected communities and lands. The endpoint description should not be read as a detailed route map.

Who is expected to own the project?
The announced ownership group comprises Trans Mountain Corporation (TMC), Alberta Petroleum Marketing Commission (APMC) and Pembina Pipeline Corporation. The Government of Canada says Pembina would hold a 10% economic interest through construction, with an opportunity for up to an additional 10% once commercial operation begins. TMC and APMC would own equal shares of the balance. The project page also describes an opportunity for Indigenous equity participation; it does not establish finalized Indigenous ownership percentages or agreements. The federal summaries available for the project do not establish its final cost or committed financing, a detailed route alignment, consultation outcomes, or the full list of remaining permits and conditions. Those details should not be treated as settled based on the national-interest listing or the September 2027 target. They are matters to watch as project-specific review and regulatory processes proceed.
