CBP Removes Four Cottonwoods in Lochiel for Border Wall Construction

Three cottonwoods were removed in July 2026 and the last on October 5, after a protest occupation of more than 70 days. Monitoring accounts remain disputed.

U.S. Customs and Border Protection said contractors had removed all four cottonwood trees marked for removal on federal land in Lochiel, Arizona, by October 5, 2026. Three were cut down in July; the last was felled after a protest encampment had occupied it for more than 70 days. The work is tied to border-barrier construction in the San Rafael Valley, but accounts differ over whether promised bird-monitoring safeguards were followed.

Why did CBP remove the cottonwood trees in Lochiel?

The trees stood in Lochiel, in Santa Cruz County’s San Rafael Valley, where border-barrier construction is planned. In June 2025, the Department of Homeland Security issued a waiver under section 102(b)(1)(C) of the Illegal Immigration Reform and Immigrant Responsibility Act for expedited barrier and road construction near Arizona’s international land border. CBP described approximately 27 miles of planned new barrier in Cochise and Santa Cruz counties. That county-level project scope does not establish a specific construction schedule or completed barrier length at the Lochiel grove. CBP’s project page provides the agency’s overview.

Conservation groups described the Lochiel plan as involving two parallel walls about 30 feet high. That description is the Center for Biological Diversity’s characterization, rather than a measurement independently established in the available reporting. The removal of trees is one part of the construction dispute; it should not be confused with proof of the precise design or construction status at the site.

How many cottonwood trees were cut down, and when?

October 5, 2026 Contractors cut down the last standing tree after federal agents cleared a protest encampment. Arizona Luminaria reported that CBP said all four cottonwoods marked for removal on federal land in Lochiel had been removed. The occupation had lasted more than 70 days.

The Center for Biological Diversity identified the first three trees as Fremont cottonwoods and estimated their ages at 200 to 250 years. Later coverage gave estimates of roughly 150 to 250 years for the last tree. These are attributed estimates, not verified ages: the available reports do not establish an independent scientific age determination for the individual trees.

Were environmental monitors present before the trees were cleared?

CBP’s June 18, 2026, letter, as reported by AZPM, said that if work occurred during Arizona’s active nesting season, environmental monitors would survey for migratory-bird species and active nests before clearing. The letter also described buffers around active nests that would remain until nestlings fledged and abandoned the nest. AZPM reproduced the letter’s commitment.

Accounts of what happened during clearing conflict. Activists said monitors were not present. KJZZ reported CBP’s account that surveys found no active migratory-bird nests and that monitors were present at the start of clearing. The reviewed reporting does not independently resolve whether the promised procedures were carried out as described, so it does not establish a confirmed violation.

What is known about ecological effects?

The Center for Biological Diversity describes the San Rafael Valley as a wildlife corridor and refuge and names jaguars, ocelots, black bears, pronghorn, and birds among the wildlife associated with the borderlands. Those statements convey the group’s conservation concerns; the available reporting does not quantify the effect of removing these four trees on wildlife or measure impacts at this particular grove.

The distinction matters: a tree-age estimate, a regional description of wildlife habitat, and a measured site-specific ecological impact are different kinds of evidence. The sources reviewed provide conservation-group claims and reporting about the removals, but no quantified assessment of the grove’s ecological loss.

What remains uncertain about the operation?

  • Tree ages: The reported ages are estimates attributed to conservation organizations and news coverage, not independent measurements.
  • Monitoring: CBP and activists gave conflicting accounts about monitors during clearing; published reporting reviewed here does not settle the dispute.
  • Arrests: Reports on October 5–6 gave different counts at different times. The reviewed CBP statement did not provide a final tally, so no definitive count is established here.
  • Construction at the grove: CBP’s stated county-level planned mileage is not proof of how much barrier was built at Lochiel or the exact site schedule.

In its October 5 statement, CBP said: “CBP recognizes the importance of protecting the environment, wildlife, and cultural resources during border wall construction.” The statement, reproduced by Arizona Luminaria, reflects the agency’s position; it does not by itself resolve the disagreement about monitoring.
