What UNC’s Chilled Water Infrastructure Expansion Includes—and What’s Confirmed

UNC’s chilled water expansion includes East and North Chiller Plant work and a new Bernard Street plant. Official records do not verify the site’s exact relation to the business school or an overall construction schedule.

UNC-Chapel Hill’s chilled water project is a phased campus utility expansion and equipment-replacement effort, not a standalone cooling system for one building. Official records describe upgrades at the East Chiller Plant, replacement of deteriorated cooling towers at the North Chiller Plant, and a new Bernard Street chiller plant. They do not confirm that the new plant is directly across from the business school or establish an overall construction start or completion date.

What the project is meant to do

Chilled water is part of a campus utility system used to provide cooling to buildings. UNC’s project records frame the work around two needs: replacing equipment and infrastructure that have passed their useful life, and adding capacity to address current and forecast campus demand.

A 2022 University of North Carolina System Office designer solicitation described the aim as replacing aging chilled water infrastructure while creating additional capacity for the campus’s long-term needs. It listed a $117,030,000 planning budget and said the authority at that stage was for advance planning only. That figure is an early planning-stage amount, not a verified current final cost. What the documented phases include

Earlier authorization recorded in 2023

A February 2023 Board of Governors record described a $15,000,000 project authorization with phased work. Its scope included East Chiller Plant renovations and upgrades, installation of three chillers, and replacement of deteriorated cooling towers at the North Chiller Plant. The record listed utility receipts as the funding source. This is an earlier, distinct project record; it should not be treated as the total cost for the later Phase I scope. Phase I approved in 2024

The Board of Governors’ April 18, 2024 approval record describes a $155,000,000 Phase I total cost and lists $102,600,000 in debt issuance. Its scope includes East Chiller Plant upgrades, North Chiller Plant cooling-tower replacement, and construction of a new Bernard Street chiller plant. Funding is listed as utility receipts and utility trust funds. The record gives the project rationale as replacing infrastructure past its useful life and addressing limits against current and forecast demand. Read the 2024 approval record.

What the bid notice says about timing

A UNC System Office construction-bid listing for the North Chiller Plant identifies UNC-Chapel Hill Academic Affairs as the institution and Affiliated Engineers, Inc. as the design firm. It lists a pre-bid meeting for January 21, 2026, and a bid opening for February 26, 2026. Those are procurement milestones, not dates establishing when construction began or will finish. The listing says complete plans and specifications may be obtained from the designer. Because the listed dates have passed, the notice alone does not establish whether a contract was awarded or what work is now underway. Is it across from the business school?

The official records reviewed identify the North Chiller Plant and a new plant on Bernard Street, but they do not establish that the new plant is directly across from the business school. A project map or a current UNC announcement would be needed to verify that precise relationship. The records also do not provide a confirmed overall construction start date, completion date, contractor award, chiller capacity, or projected energy savings.
