Iowa Gov. Kim Reynolds signed House File 2801 on October 2, 2026, expanding the state’s Major Economic Growth Attraction (MEGA) program so it can offer a qualifying rural project an investment tax credit of up to 10% of eligible investment over ten years. The change could support Mesabi Metallics’ proposed $15 billion steel manufacturing complex, but it did not itself award the company $1.4 billion or guarantee that the plant will be built.
What does the $1.4 billion in Iowa tax incentives cover?
The $1.4 billion figure is a rounded headline for a potential incentive package, not a payment authorized automatically when the bill was signed. HF 2801 changes the terms under which the Iowa Economic Development Authority (IEDA) may negotiate an award. A final package, if approved, could involve more than the investment credit: existing MEGA incentives include qualifying sales and use tax refunds for construction-related purchases and services, as well as withholding tax credits for qualifying project jobs. The precise package and its conditions remain subject to the IEDA process.
The key figures refer to different things:

The $575 million is a modeled fiscal effect, not an appropriation or a guaranteed final contract amount. LSA’s estimate assumes an award, that project portions become operational over time, and that investment credits are fully refunded and claimed. What did HF 2801 change?
Before the change, MEGA allowed up to two eligible businesses to receive investment credits of up to 5% each. HF 2801 permits one eligible business located in a rural county to receive a credit of up to 10% of qualifying investment, paid evenly over ten tax years. The credit is refundable and transferable under the law’s conditions; excess credit may be applied against tax liability for up to ten years. For a rural-county project, the fiscal note says transferability applies to agreements entered into on or before December 31, 2027.

HF 2801 also permits project eligibility after a site evaluation commensurate with a certified site, changes when portions of a project can receive credits, and allows IEDA to revoke credits and require repayment if requirements are not met or prohibited activity is involved. These details come from the LSA fiscal note.
Did Iowa award Mesabi Metallics $1.4 billion?
No. In reporting immediately after the October 2 signing, Mesabi Metallics still needed to submit a full IEDA application. The IEDA Board would then decide whether to approve incentives before the state and company entered into a contract. The Associated Press reported that the state and company did not provide a copy of their memorandum of understanding when asked. It also reported that the Lee County Board of Supervisors chair said the company had not committed to the project site. Associated Press, October 2, 2026.

The Governor’s office said Iowa and Mesabi Metallics had signed an MOU outlining their partnership, and described the planned complex as a $15 billion investment. Those announcements establish the proposal and the parties’ stated plans—not a final incentive award, a completed contract, a confirmed site commitment, or construction underway. Where is the proposed steel plant, and how many jobs are projected?
The proposal is for a steel manufacturing project in Lee County, Iowa. Iowa Public Radio reported that Mesabi Metallics cited proximity to its Minnesota mine and access to rail and Mississippi River shipping as reasons for considering the location. The company described its proposed process as advanced manufacturing; that is the company’s characterization, not an independent assessment of the facility.

Iowa Public Radio reported the company’s projections of more than 6,000 construction workers and more than 1,700 permanent operating jobs. They are projected figures, not jobs already created or independently verified outcomes. Iowa Public Radio, October 2, 2026.

Supporters framed the proposal as a chance to attract large-scale manufacturing investment to rural Iowa and create jobs. House Speaker Pat Grassley said performance incentives would not be earned until facilities were built and jobs delivered. Gov. Reynolds’ office similarly described the bill as tying incentives to completed facilities and delivered manufacturing jobs. These are proponents’ accounts of the safeguards and expected benefits; the actual award terms and performance requirements depend on the IEDA process.

Critics questioned the potential public cost, the terms of the deal, and the speed of the special-session process. Sen. Dan Dawson, a Republican and Senate Ways and Means chair, told the Associated Press: “Do I believe the Iowa taxpayer received the best deal in this proposition? Absolutely not.” Iowa Public Radio reported that lawmakers in both chambers raised concerns about cost and process, alongside crossover support for the measure.
