Revised central-sphere minimum wage totals take effect on 1 October 2026. Under the Labour Bureau order dated 30 September, construction workers’ all-in daily rates range from ₹565 to ₹1,111, depending on area and skill category; agriculture rates range from ₹486 to ₹705. These are scheduled central-sphere rates, not universal rates for every worker in India: check which government’s wage schedule applies to your employer and worksite.
What are the new minimum wages from October 1, 2026?
The Labour Bureau’s 30 September 2026 order revises Variable Dearness Allowance (VDA) for specified central-sphere employments, effective 1 October 2026. The tables below show the order’s daily totals—basic wage plus VDA—in rupees. They are not VDA-only amounts. Read the reproduced Labour Bureau order for the full schedules and city annexure.
Construction, roads, runways and related work
This schedule covers building operations; construction or maintenance of roads and runways; and specified underground cables, electric lines, water supply lines and sewerage lines. Choose the worker category and the area for the actual worksite.

Other employment schedules
The order also sets rates for non-coal mines, stone mines, sweeping and cleaning, watch and ward, and loading and unloading. As quick reference, all-in daily rates for unskilled sweeping and cleaning and for loading and unloading are ₹840 / ₹704 / ₹565 in Areas A / B / C. Watch and ward without arms is ₹1,024 / ₹933 / ₹794, and with arms is ₹1,111 / ₹1,024 / ₹933. Mine rates depend on factors including skill category and whether the work is above or below ground; stone mine schedules include piece-rate categories. Consult the relevant order schedule rather than applying a single daily figure to all mine work.

Does the central-sphere rate apply to my state or worksite?
Not automatically. The order is issued under section 69(2) of the Code on Wages, 2019, for specified central-sphere employments. The presence of a construction or agriculture schedule does not make that rate applicable to every worker in those industries. The Chief Labour Commissioner explains that central-government coverage is limited for some building and agricultural work, with much of those employments falling in state spheres. State schedules can differ. Check the applicable government and schedule for your employer, employment and work arrangement; the Chief Labour Commissioner’s jurisdiction information is a starting point.
How to choose Area A, B or C
Use the city or urban agglomeration where the work is performed, not simply the employer’s registered address. The order’s annexure names cities in Areas A and B; Area C covers places not named in those lists within the framework. Delhi is listed in Area A and Chandigarh in Area B; an unlisted area falls in Area C as defined by the order. Confirm the exact city or agglomeration name in the annexure before selecting a rate.

- Match the worksite to the city or urban agglomeration in the order’s area annexure.
- Select the applicable employment schedule and the listed worker category.
- Use the all-in daily total for that category and area, and check the full order for any work-specific distinctions such as mine location underground or above ground, or piece-rate treatment.
Why did VDA change?
The Labour Bureau order cites the Consumer Price Index for Industrial Workers (CPI-IW), with base 2016=100, rising from 424.80 to 431.42 as of 30 June 2026—a 6.62-point increase—as the basis for the adjustment. It says the revised VDA is payable from 1 October 2026. The Ministry of Labour & Employment describes central-sphere VDA as a cost-of-living allowance revised every six months, effective 1 April and 1 October, using CPI-IW. The Labour Bureau order states: “The VDA has been rounded off to the next higher rupee as per the decision of the Minimum Wages Advisory Board.”
