His reported proposals include designing around water and sediment, changing road and bridge reconstruction plans in the Bhotekoshi–Trishuli area, relocating affected families to safer places, and improving coordination among levels of government. The proposals were reported on October 6, 2026; the reports do not establish that the planned work or policy changes have been completed.
What Lamsal means by a “paradigm shift”
Speaking at a House of Representatives special committee meeting on climate-change impacts, climate justice, and the Bhotekoshi–Trishuli disaster, Lamsal said climate risks require a shift in infrastructure construction and urban-development policy. Radio Nepal, citing RSS, reported that he described infrastructure as particularly affected by climate change and pointed to damage from recent floods and landslides. Radio Nepal’s October 6 report and Onlinekhabar’s related coverage describe his remarks, not a new law, adopted engineering standard, or completed program.
The practical direction he outlined is to account for disaster exposure in design and reconstruction rather than simply restoring damaged infrastructure to its previous form. The reports do not specify a national technical standard or explain how such a policy shift would be implemented across projects.
Why water and sediment matter to the proposal
Lamsal linked infrastructure vulnerability to high flood levels, underground water, river flow, and accumulated debris and other material. He argued that sediment accumulation can affect river flow and flooding, while excessive excavation can contribute to erosion; his stated approach was balanced management rather than treating excavation as an uncomplicated solution.

Radio Nepal attributed to him estimates that river material accumulates by about 5 to 10 centimeters annually in hilly areas and up to 20 centimeters annually in the Terai. The report provides no measurement study or method for those figures, so they should be understood as estimates in the minister’s reported remarks, not independently verified measurements.
How the damaged roads and bridges could be rebuilt differently
For damaged roads and bridges in the Bhotekoshi–Trishuli area, Radio Nepal reported that the government would not use the old designs. It described a planned safer road alignment and a revised long-span bridge design, to be advanced with domestic and foreign technical experts.

Lamsal was quoted by Radio Nepal as saying: “There used to be a pillar in the middle, but now we have changed the design so that it becomes a long-span bridge.” The reports do not include drawings, hydrological calculations, or an independent engineering assessment, so they do not establish how the proposed designs compare in performance or whether construction has begun.
Reconstruction, tenders, and drinking-water projects
Lamsal said some work would be put to tender before Dashain, with detailed project reports prepared for remaining work and phased activity after Dashain–Tihar. Radio Nepal also reported preparations to begin purchasing for damaged drinking-water projects before Dashain. These are reported intentions and preparations; the available reports do not confirm that tenders were issued, purchases completed, or reconstruction finished.

Relocating families and rebuilding homes
The report says the government was identifying land and coordinating with local authorities on housing for affected families. Lamsal said reconstruction should preserve the identity of the affected community and include special arrangements for older people and children. In Radio Nepal’s printed quotation, he said: “We will rebuild the houses by working together with the local municipality and the general public. I also want to express the government’s commitment to making special arrangements to protect the elderly and children in the affected areas.”
The report describes planned coordination and commitments, but does not identify selected relocation sites, a housing schedule, or completed resettlement. Its account of the quotation is not accompanied by a meeting transcript or recording.

Proposed changes to disaster-management coordination
Lamsal said the structure and legal framework of the National Disaster Risk Reduction and Management Authority would be revised so federal, provincial, and local governments could be deployed in parallel. This is a stated intention, not evidence that the authority’s framework has been revised or that a legal change has taken effect.
What is confirmed—and what remains unconfirmed
The news reports establish that Lamsal publicly advocated more disaster-conscious infrastructure and urban-development planning and described intended changes to reconstruction, resettlement, procurement, and coordination. They do not provide project records, final engineering plans, budgets, completed tenders, enacted legal revisions, or confirmation that the work has been carried out. Radio Nepal and Onlinekhabar are reports of the proposals, rather than evidence of implementation.
