Central Maine Power says rising costs and borrowing expenses could delay electric-grid projects intended to improve reliability and upgrade aging infrastructure in several Maine communities. The warning is conditional: the October 5, 2026, report did not say that every project had been canceled or provide a revised schedule. CMP has asked regulators for a temporary rate increase, but the request is contested and the reviewed reporting does not confirm the Public Utilities Commission’s decision.
What CMP says could be delayed
CMP identified work affecting South Portland, Biddeford and Saco, Lewiston and Auburn, and Bridgton. The projects are intended to improve reliable electric service and upgrade aging infrastructure. The company said they could face delays; Maine Public’s October 5 report did not establish a project-by-project timetable or confirm that all the named work would be postponed. Maine Public reported the warning on October 5, 2026.
CMP also suspended hiring for 70 open positions, according to that report. Separately, a September 28 Maine Public report said CMP spokesperson Jon Breed described a planned $6.6 million overhaul of poles and wires in Baldwin as already deferred. That is a specific reported example, not evidence that all the other projects have been rescheduled. Maine Public’s September 28 report covered the Baldwin work and rate request.
Why CMP says it is under financial pressure
CMP CEO Linda Ball cited inflation, higher construction prices, and borrowing costs. In a press release quoted by Maine Public, Ball said the company had continued investing in reliability and system improvements while managing rising costs and waiting for regulatory approval to align rates with the cost of providing service.
#1 Best Overall
The company requested a temporary customer-rate increase that Maine Public described on October 5 as intended to raise about $70 million. The September 28 report described the requested temporary amount as about $69 million. Those figures come from separate reports and reflect their respective descriptions; they should not be read as two separate requests.
Why the rate request is disputed
PUC staff recommended rejecting CMP’s temporary request, saying there was no undisputed amount that could legally be imposed on an interim basis. The Maine Public Advocate argued that the full proposal required scrutiny. These are positions in a contested regulatory proceeding, not a final ruling on CMP’s finances or the merits of its case.

Acadia Center utility advocate Noah Berman also challenged CMP’s account of its ability to meet service obligations. Maine Public quoted him saying he did not believe CMP was accurately portraying its capability to provide safe, reliable, and adequate service. That criticism is an attributed advocacy position; it does not establish what the commission will decide or what customers will experience.
What is known about the PUC decision
Maine Public reported on October 5 that the Maine Public Utilities Commission was scheduled to deliberate on the temporary request on October 6, 2026. The reviewed reporting does not verify the outcome of that deliberation. It would therefore be premature to say the increase was approved or rejected, or to treat a final project schedule as settled.

What a delay could mean for customers
The stated purpose of the work is to improve reliability and upgrade infrastructure. Deferring such work could postpone those intended improvements, but the reports do not quantify customer impacts or establish that service will worsen. Nor do they show whether a temporary rate increase, if approved, would prevent the possible delays.
The September 28 report also said CMP’s S&P outlook had shifted from stable to negative, attributing the concern to consistently weak financial performance and debt-funded capital spending. This is a detail reported by Maine Public, not an independently verified assessment here of the company’s overall financial condition.
